HomeMy WebLinkAbout2012-09-20 Commissioner Minutes THURSDAY, SEPTEMBER 20, 2012 The Franklin County Commissioners met Thursday, September 20, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include time to respond to a question from a previous meeting and one other item along with adding general discussion following the presentation. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Chairman Keller said on behalf of the County the Commissioners wish to acknowledge Robert B. Thomas who was struck and killed on PA 16 last week and the Board’s thoughts go out to his family and friends. Chairman Keller also wanted to address the comment from several attendees requesting to have public comment throughout the board meetings. The County’s practice to hold public comment at the beginning of the agenda will continue and is consistent with the Sunshine Law. Jay Lightfoot provided public comment and reported that nothing has been done about getting in and out of the home. He had to follow someone out of the building yesterday. Chairman Keller responded that he was told by Mr. Hart that additional signage is in the works and he will see some improvements soon. Mr. Lightfoot said that he heard a complaint that someone was left on a bedpan for 4 ½ hours and that the nurses are not doing their job. Chairman Keller responded that there is a group of residents who are considered peers that fellow residents can share concerns with. They can also go to staff if there are concerns. Chairman Keller requested additional information from Mr. Lightfoot on this incident. Ken Jones provided public comment and said the County needs to make sure nursing facilities are taking care of the residents and the buildings. The better they make them now, the better they will be when we get there. Mr. Jones also said public comment at beginning of meeting is very good because they can comment however when there are guest speakers they do not have a chance to comment until the next meeting. If someone is in on Thursday, the Board goes ahead and passes items before getting public comments on the item. This gives audience an opportunity to let the Board know how they feel about presentation. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of September 11, 2012 and September 13, 2012 meetings. Chairman Keller asked John Hart to inquire about the computers for Children & Youth. Mr. Hart said he spoke with the Director and he will review whether laptops will be appropriate but security is the main issue. The caseworkers are using tablet pc’s out in the field to take notes and they do plan to purchase additional tablets but the Director will discuss with the Chief Information Officer prior to purchasing computers. Mr. Hart said we will continue with this purchase but may provide more tablets for the caseworkers. Continued on page 2 The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved three Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of: Contract #1 for $99.98 per month for the period of June 1, 2012 through September 18, 2016; contract #2 for $27.06 per day for the period of July 1, 2012 through November 8, 2013; contract #3 for $35.00 per day for the period of July 31, 2012 through October 31, 2015; in addition a one-time payment not to exceed $0 to cover non-recurring adoption expenses. The different needs of the child determine the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved three Subsidized Adoption Assistance Agreements for siblings on behalf of the Franklin County Children and Youth Department to provide a subsidy to adoptive parents to be used for adoptive children with special needs for payment in the amount of $35.00 per day per child for the period of August 1, 2012 through July 31, 2017, in addition a one-time payment per child not to exceed $0 to cover non-recurring adoption expenses. The different needs of each child determines the cost per month. The County is reimbursed through the Federal Financial Participation program. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Quote from Dell to replace 20 outdated computers in the Children and Youth Department in the amount of $15,560.00. Dell is on the state contract list. The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $4,000.00 for additional budget to spend Technology Funds for the purchase of Landex Hot Site, providing additional access to Landex software. The source of the funds is collected by the Clerk of Courts so there is no additional cost to the County. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to Pennsylvania Commission on Crime and Delinquency to provide funds in the amount of $81,852.00 with a county match of $81,852.00 for year 2 of the Security Technology Grant to fund security equipment at the Administration Annex, Human Services Building, Day Reportng Center and the Jail. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the First Contract Amendment to the Agreement between the County of Franklin and South Central Community Action Program (SCCAP) to provide rental assistance to Franklin County residents. This amendment is to remove the requirement to complete suspension and debarment checks on SCCAP’s employees and other sub-contractors that would employ duties under the agreement for the Homeless Assistance Program. All other terms and conditions of the original agreement will remain in full force and effect. Continued on page 3 The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal contract between the County of Franklin and AccessIT Group for the annual maintenance of the county’s firewall system at a cost of 34,210.00 for the period of October 1, 2012 through September 30, 2013. This company is on Costars state contract. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal of five year grant agreement between County of Franklin and Juvenile Court Judges’ Commission Grant-in-Aid funding from the State to support the operations of the Juvenile Probation Department in the amount of $112,292.00 for the period of July 1, 2012 to June 30, 2013. The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the Agreement between the County of Franklin and Grane Pharmacy to provide medications and related supplies for the physician ordered medications and facility pharmacy needs at costs based on medications supplied. This addendum is to eliminate the dispensing fee charged when using the omnicell medication cabinet and accepting 1 delivery per day instead of 2. This change will save the County approximately $6,000 - $7,000 annually. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revision to the Franklin County Workplace Violence Policy, Policy #813.01 to meet the demands and changes in society, adding information and guidelines for various elements of violence to include domestic violence, bullying, cyber bullying and active shooter. The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Kristen Wright to set up and add content to the Visitors Bureau Pinterest Page and creating itineraries for college students and parents to generate visitation throughout the County, assisting in website updates and adding photos and content to Travelocity and Google Reviews and working with the Visitors Bureau on marketing and PR projects. This agreement will not exceed $1,350.00 for the period of September 20, 2012 through December 17, 2012. Teresa Beckner, Fiscal Director, met with the Board to discuss the following items: Review of 2012 expense and revenue budget performance through July. Ms. Beckner advised most departments are under budget except for a few where she mentioned their variances from the report. Ms. Beckner said revenues are consistent through July and property taxes are at 92.7% of billing through August. Commissioner Thomas then asked for a few minutes to discuss a very important issue. He said his wife, in going thru some keep sakes from her mother, found a powerful letter to the editor about drugs thought to be about 20 years old, it was written by Bill Grable from Mechanicsburg. Thomas said he shared the letter with the Children and Youth advisory committee yesterday after a discussion about poor school attendance from certain students. Commissioner Thomas then read the letter saying the words and values are just as meaningful today. Continued on page 4 The meeting was adjourned at 10:07 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
