TUESDAY, OCTOBER 2, 2012
The Franklin County Commissioners met Tuesday, October 2, 2012, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of September 25, 2012 and September 27, 2012 meetings were
reviewed. These will be approved Thursday, October 4, 2012.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Mr. Hart to provide more information on the MATP funding and if the
reduction was in the original appropriation or the increased appropriation the County
received later. John Hart responded that the decrease is from the increased
appropriation. Commissioner Thomas asked if the source of funding for the Domestic
Relations supplemental appropriation is from the Act 35 Fund. Mr. Hart said the funding
is Title IV and the $12 fee that people are charged for hearings. Furniture will be paid
from Title IV and the difference will come from the filing fee. The items will be approved
Thursday, October 4, 2012.
The Board reviewed Property Management matters. Steve Rock, Property
Management Director was present to provide his recommendation on the
Commissioners Complex/Courthouse Buildings Exterior painting bid. Mr. Rock
recommends approving alternate 1 and 2 for a total amount of $35,150.00. Alternate 4
can be done in-house by Maintenance staff and Alternate 3 can be completed next year.
William Mills, President of E.E. Mills & Son Painting was present and stated that this is a
sizable contract and it came in a little higher than expected but he has to rent lifts to do
this work and he would like to complete all buildings while he is here. Mr. Mills is willing
to do the whole project but wait for part of the payment till next year. He is willing to do
the whole project from top to bottom, south, east, west and all the boxing which is a lot of
work and a lot of materials. Mr. Hart suggests holding off awarding the bid until
Thursday to further discuss Mr. Mills request. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved to table this action until
Thursday, October 4, 2012.
Senior Supervisory Special Agent (SSSA) Craig LeCadre of the Pennsylvania
Attorney General’s Office provided a Red Ribbon Week presentation that discussed
plans to educate students in Franklin and Fulton County School Districts about the
dangers of drinking and driving or prescription drug abuse. SSSA LeCadre explained
the education and outreach programs that are offered: Truth & Choices, addresses drug
& alcohol abuse; Operation Safe Surf, addresses the dangers of internet predators; Faux
Paw – The Techno Cat, addresses internet safety for young children; Sticks & Stones,
addresses cyber bullying; Stop Gun Violence – addresses buying fire arms and giving
them to felons; Senior Crime Prevention University – educates senior citizens about
identity theft; and Consequences, addresses prescription drug abuse. SSSA LeCadre
showed a video about prescription drug abuse. Commissioner Ziobrowski asked if the
medical community explains to patients what prescription drugs do if their friends or
family take them? Becky Greenawalt responded that people start to doctor shop if a

doctor will not provide the prescriptions. She said electronic health records have helped
with doctor shopping but they also pharmacy shop because pharmacy’s do not share
information. Chairman Keller asked how common is it for prescription drugs to get into
hands of kids from their parents medicine cabinet? SSSA LeCadre responded it’s very
common so he tries to educate the parents to lock up their prescription drugs. Becky
Greenawalt said the Healthy Communities Partnership Coalition partners with the
Attorney General’s Office to provide information and this year’s message they are
reinforcing the message to elementary schools. Red Ribbon Week is the last full week
in October. Ms. Greenawalt said the Coalition meets monthly at the Administration
Annex building and is open to whoever wants to be a partner. There are currently 100
partners and it’s a group/community effort. She said it takes a coalition to work together
to let kids know the community does care and does not want them using drugs.
Commissioner Thomas thought this presentation was outstanding and said with
dependency and addiction there is no discrimination, it does not matter about the class
of people or color of their skin. Commissioner Thomas asked SSSA LeCadre how much
outreach is there from the Attorney General’s Office with the District Attorney’s Office or
law enforcement agencies. SSSA LeCadre responded that they do hold educational
training for local law enforcement agencies for free. The larger issue is there will be a
transition coming this election year. To the current Attorney General this is a priority but
a new Attorney General may be elected. Chairman Keller said we live in a great county
but we still have a lot of the same problems as other communities and the Board is
grateful for efforts of the Coalition and the Attorney General’s office. He thanked SSSA
LeCadre for taking time to present to the Board. He said the Coalition has their
continued support as a priority is drug prevention and will continue to be. Chairman
Keller asked to keep the Board informed and educated.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 11:09 a.m. this date for the
purpose to review real estate negotiations. The Board reconvened into regular session
at 11:30 a.m. No action was required after executive session.
The meeting was adjourned at 11:31 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
