HomeMy WebLinkAbout2012-10-04 Commissioner MinutesTHURSDAY, OCTOBER 4, 2012 The Franklin County Commissioners met Thursday, October 4, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include the addition of Chairman's time and John Hart, Chief Clerk requested an executive session to discuss real estate matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Chairman Keller wanted to respond to Mr. Piper's questions about gun control and immigration that he asked at the last meeting. He said these items don't have anything to do with County business but the Board would be happy to discuss their positions on these issues after the meeting. Roger Blattenberger provided public comment about the Connectivity Group in Mercersburg. Public support is thin for this group and now they are engaging in water control management. They got a grant to do studies in Johnson's Run. Mr. Blattenberger asked what is the County's involvement in this group and why is the group in the comprehensive plan? He asked if the Board thinks it is appropriate to not involve property owners? He said the grant was written and taken to the Township for signatures yet not one property owner was involved. He asked if the County wrote the grant and is Tuscarora School District partnering with the County on this project. Why is the County involving the school districts? He would like an answer to his questions at the next Commissioner's Meeting. Allen Piper provided public comment that he was disappointed with Mr. Keller's response about his questions on gun control and immigration. Immigration is an important issue and we do have an immigration problem here in Franklin County. Plus the second amendment is dear to his heart and it should be made public their position on these policies. He would be happy to entertain a dialogue anywhere about these two issues. Mr. Piper said hospitals are closing all over the United States due to the immigration problem. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of September 25, 2012 and September 27, 2012 meetings. The Board reviewed Commissioner's Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Contract Change Order 1 from Keystruct Construction, Inc. for 2012 Bridge Maintenance. Contract changes for Bridge 88 was a quantity reduction in the amount of $94.00; Bridge 118 was a quantity reduction in the amount of $240.00; Bridge 91 was for a quantity increase in the amount of $1,687.50; Bridge 128 was for a quantity increase of additional underpinning in the amount of $29,375.00. Continued on page 2 The Board reviewed Domestic Relations matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation requested to fund the Support Master for Domestic Relations, including furniture and computer equipment. Domestic Relations resources will fund this request, with no additional county funds requested. The Board reviewed Elections matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Beidel Printing House, Inc. to print, bind and deliver to the County the ballots for the General Election to be held on November 6, 2012 at a cost of $16,590.00. This was bid and awarded to Beidel Printing House on September 18, 2012 and was the only bid received. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Application to Pennsylvania Commission on Crime and Delinquency (PCCD) for the STOP Domestic and Sexual Violence Program to cover costs for a specialized Assistant District Attorney, in addition to cover domestic violence services as well as training for law enforcement and an additional SANE nurse. This grant is for a grant total amount of $125,000.00 for the period of January 1, 2013 through December 31, 2016. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Workers' Compensation Self- Insurance Renewal Application to the Pennsylvania Bureau of Workers' Compensation for an application cost of $100.00 for the period of January 1, 2013 through December 31, 2013. This application is necessary to maintain the County's self- insurance status. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and Pennsylvania Department of Public Welfare to provide funds for the County's Medical Assistance Transportation Program (MATP) for a grant total amount of $853,087.00 for the period of July 1, 2012 through June 30, 2013. This program provides funding for individuals who possess an active MA card to go to medical appointments. In accordance with PA Act 14, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection of an NPDES Permit Major Modification at Gate 7, LLC - Lot #7 Antrim Commons, in Antrim Township. Steve Rock was present to provide his recommendation on the award /reject of the Commissioner Complex/Courthouse building's exterior painting. Mr. Rock recommends to proceed with painting the entire courthouse, all four sides but not to perform the painting on the M &T building as this will be done internally. John Hart explained the payment schedule for this project will be $35,150.00 to be paid this year and the balance of $7,480.00 to be paid in early 2013. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award the bid to E.E. Mills & Son Painting, LLC for a total bid price of $42,630.00 with the condition of $35,150.00 to be paid this year and the balance of $7,480.00 to be paid in early 2013. This proposal was the only bid received. Continued on page 3 The Board met with the Human Resources Associate, the Controller, Court Administrator, Chief Information Officer, Director of Property Management, Visitors Bureau Director, County Administrator and Human Services Administrator for Salary Board matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the following job descriptions: Telecommunicaton Specialist, Maintenance Manager of Electrical /Technical Services, Maintenance Manager of General Services, Visitor Information Specialist, and Director of Archives and Record Management. Sheldon Schwartz, Ombudsman Contractor was present to provide an overview of the Ombudsman program and the National Long -Term Care Residents' Rights Month proclamation. He said there are 23 licensed facilities in Franklin County that includes personal care homes and nursing facilities. Ombudsman's build relationships with residents, families and staff to outreach and meet regularly with them and provide information on resident's rights. Mr. Schwartz said Residents Rights Month happens every year and this year's theme for Residents' Rights month is My Voice, My Vote, My Right. Mr. Schwartz said the Falling Spring Nursing Home are preparing a skit this year on October 25th at 2:00 PM and have invited the Commissioners to attend. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Proclamation #2012 -11, to proclaim October 2012 as National Long -Term Care Residents' Rights Month in Franklin County, which is attached and made a part of these minutes. The meeting was adjourned at 11:15 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS National Long -Term Care, Residents' Rights Month 2012 Proclamation #2012 -11 My Voice, My Vote, My Right Whereas, there are more than 1.5 million individuals living in 16,000 nursing homes: and 1 million individuals living in 50,000 board and care /assisted living facilities in the U.S.; and Whereas, the federal Nursing Home Reform Act of 1987 guarantees residents their individual rights in order to promote and maintain their dignity and autonomy; and, Whereas, in Franklin County there are more than 2000 individuals living in 23 licensed facilities and all residents should be aware of their rights so they may be empowered to live with dignity and self - determination; and, Whereas, we wish to honor and celebrate these citizens, to recognize their rich individuality,. and reaffirm their right to vote and participate politically, including the right to have a say in their care; and, Whereas, individuals and groups across the country will be celebrating Residents' Rights Month with the theme — My Voice, My Vote, My Right — to emphasize the importance of affirming these rights through facility practices, public policy and resident centered ocision- making. Now, therefore, the Commissioners of Franklin County, Pennsylvania, do hereby proclaim October 2012 as National Long -Term Care Residents' Rights Month- in Franklin County, and encourage all citizens to join us in these important observances.
