HomeMy WebLinkAbout2012-08-23 Advisory Board Meeting - Franklin Farm Ln Drug & Alcohol Advisory Board Meeting August 23, 2012 (Human Services Building) 3:30 to 5:00 PM I. Welcome and Introductions i. Administration (Fiscal), Treatment and Prevention/Coalition Update Administration Organization Updates 1. Rick is still the acting director the part time DDAP. Rick and Christy recently answered questions that the state presented regarding the personnel changes and future duties. Katherine Beidel will be promoted from case manager to program specialist; Christy Russell will receive a promotion within her position; Rick Wynn will become part time director of Drug and Alcohol; as well as the Human Services Assistant changing roles and Jennifer Lipko taking on more human services job duties as well as maintaining her duties with the Drug and Alcohol Program. As a result of all these changes there will be a savings of over $40k which will be put into treatment services. No changes will be made within the prevention/intervention programs. In the week to come Rick and Christy will be attending a meeting in Harrisburg to discuss these changes with DDAP. Manny asked to see the proposed organization changes. 2. Fiscal Update Christy Russell reviewed the summary of funding analysis for fiscal year ending 2011/2012. She also discussed fiscal year comparison between fiscal year 2010/2011 and fiscal year 2011/2012 in administration, Prevention, Case Management, Treatment, and county share. . All 2012-2013 Treatment and Prevention contracts have been completed. We have contracted with Keystone Health Center to provide IDU Services in Franklin and Fulton Counties. This contract will replace services that were previously provided by the community Alder Health out of Harrisburg. 3. Block Grant Block grant proposals have been submitted from both counties. Rick believes we have a great shot at being accepted to hold a block grant; we should hear within the next two weeks. Treatment 1. Treatment Statistics thth (May & June numbers, CMRR Report submitted June 25 and July 25, 2012) Assessments Completed: 80 Individuals recommended for Detox: 2 Individuals recommended for Inpatient Rehab: 5 Individuals recommended for outpatient or intensive outpatient: 32 DAPP clients: 36 2. Treatment Updates We are currently working on completing our COMPASSS EZ and Action Plan for fiscal year 12-13. This is a part of our county wide initiative with CCISC to become more co-occurring competent. Caity is now attending monthly jail meetings that discuss clients who are scheduled for release and any services they may need for re- entry into the community. STAR- Four out of five OP providers are entering state required data. Katherine is currently working on addressing system glitches on a daily basis. DDAP is releasing STAR (state data system) user requirements over the next year. Fiscal /billing is not being implemented in this system yet because STAR is not ready to handle this. Staff has continued to participate in online trainings for STAR. Suboxone Program currently has four clients in our Suboxone Program. At the beginning of the fiscal year (July 2012) we had roughly $4300 left in medication. We are working closely with clients and Dr. Liggon to taper them off of the medication. Vivitrol- 5 inpatient clients have received the injection and signed the contract for the program. Currently, we are working with four of those clients in the program. Provider monitoring was submitted at the end of April and approved by the state. Drug and Alcohol staff met with new owner of North Point Pharmacy; Rob Norris. Had a meeting with him to discuss the continuation of medication disbursement (Suboxone). We are also working with TMCA to utilize Expedited Plus Plus. This allows us to manually change clients funding from us to health choices at time of inpatient admission. Prevention 1. Prevention Updates 297 prevention events were completed in April, May, June, & July in Franklin and Fulton Counties. The 2012 prevention/treatment needs assessment is completed and posted on the DDAP Communicator. DDAP added new requirements to the prevention plan after it was complete. Lauri is working to get the new required elements covered and included in the plan in PBPS. One of the plans for both & Alcohol Town Hall meeting was held on June 25th from 8:30 to 11:30. Approximately 50 people were in attendance. The PAYS data, which was due to us in April has still not been released. Data will be released in August. Training was offered county wide for Girls Circle, Boys Council, Strengths Based Approach, and Motivational Interviewing during the month of June. Curriculums were purchased and will be made available for people (in Franklin and Fulton Counties) to borrow and use after they have been trained. Kick off your drug-free summer" event was held at Water's Park in Chambersburg on June 11. It was a success; over 300 in attendance. Lauri has the prevention plan for providers in PBPS. Providers are able to enter data. Beginning in July, Lauri will be spending at least two days per month th in Fulton County to provide support and technical assistance. The 4 quarter SAP data has been entered into the State SAP system. 2. DAPP Program Updates DAPP is beginning a new structured program on July 1. There will be three steps that each participant must complete, but treatment and case management will remain individualized. Case Manager and PO are fine tuning the DAPP Policy and Procedure manual and will submit it to Rick and/or Dan for approval/changes. CM will be moving over to probation in the near future. Since moving over to Adult Probation, 14 evaluations have been scheduled and/ or completed and on average an additional 3-5 clients are referred for an evaluation each week and are being scheduled. Case load is currently 17 with an additional 5 clients added by end of September. Staff is working on adding an incentive portion to the program which is outlined in the manual. A policy/procedure manual was created and implemented. Staff is also working on coordinating better services for co-oc MH/ID guidelines such as bipolar, general anxiety, depression, etc. Staff met with Judge Van Horn to review program since the Judge is back in criminal court. Case Manager is also working on obtaining required trainings to become a Certified Case Manager through Pennsylvania Certification Board. II. Public Comment- Former ACCESS Plus for consumers, family members, provider, and advocates has st changed to HealthChoices managed care plan that started July 1. Franklin County APPRISE is sponsoring a free training given by the Pennsylvania Health Law Project that shows how to get needs met by this health plan. The training will be held at the th Human Services Building on Tuesday August 28 two session times are available; 9:30 AM- 11:30 AM or 1:30 PM- 3:30 PM. TMCA Steering Committee is looking for a Drug and Alcohol client, community member with substance abuse history to be a part of their committee. Additional information on this role will be sent out to the board. Next Advisory Board meeting is October 18th at TMCA office in Fulton County. III.
