HomeMy WebLinkAbout2012-10-18 Advisory Board Meeting - Franklin Farm Ln Drug & Alcohol Advisory Board Meeting October 18, 2012 (Human Services Building) 3:00 to 4:30 PM I. Welcome and Introductions i. Members/Staff/Guests Present: 1. Commissioner David Keller 2. Commissioner Irvin Dasher 3. Manny Diaz 4. Dan Miller 5. Stan Barrett 6. Lindsey Waters 7. Rick Wynn 8. Jean Snyder (via phone) 9. Jennifer Lipko 10. Lauri Ryder II. Administration (Fiscal), Treatment and Prevention/Coalition Update Administration 1. Review and Approval of minutes. a. David Keller made a motion to approve April and August meeting minutes, all were in favor. 2. Organization Updates a. Rick received a letter from the Department of Drug and Alcohol Program approving our request for waiver of the requirement for full time administrator until June of 2014. Rick will be part time administrator and oversee all SCA staff and services. 3. Block Grant a. A committee has been formed with individuals from an array of businesses, agencies, local providers and community members. This plan committee reviewed requests of funds and activities from seven categoricals in two meetings. This committee determines how to use money and analysis data where it will better serve local residents. Consumers will be a part of future planning meetings. A draft plan is being written and will be presented at rd first public meeting; October 23 at 10 A.M. Both counties are moving ahead with the plan, Fulton County already had one public meeting. The timeline of completing this plan has been very short and everyone involved has done a great job. 4. Review of funding analysis The board reviewed briefly the Drug and Alcohol summary funding analysis for July 1, 2012 through August 31, 2012. Woman with Children are specific funds that we can use later for any women with children entering services. Christy tries to use that money first and as quickly as possible. ACT 152 budgeted amount are funds we use (Summary funding analysis will be other than being adjusted for the Block Grant. attached with minutes.) Treatment 1. Treatment Statistics Assessments Completed by SCA staff: 7 Individuals recommended for Inpatient Rehab and Detox: 27 Individuals recommended for outpatient or intensive outpatient: 51 DAPP clients: 47 2. Program Updates Fulton County could be looking into acquiring a DAPP case manager; under intermediate grant they are eligible with IP Grant and DAPP. Discussion at CJAB meeting to decide for a future DAPP position in Fulton County. Fulton County currently has a local drug and alcohol provider that does not access MA that could pay for services. We believe that specific credentials do not allow her to be approved to be a MA provider. We have teamed up with TMCA to see what some possibilities could be. In years past, a number of providers in Fulton County have tried to be an MA provider but have not successfully been sustainable. Prevention 1. Prevention Updates Lauri Ryder, Prevention Specialist attended our meeting to discuss Red Ribbon Week and other prevention related events. Red Ribbon Week is October 22 through October 31; 30 minute school assemblies, appearances from McGruff, drug free pledges and refusal skill presentations have been scheduled in both county school districts. With help from Franklin- Fulton Drug and Alcohol, Healthy Communities Partnership, Fulton County Center for Families and the Community Coalition group volunteers are doing recognition and celebration of the purpose of Red Ribbon Week. Trooper Craig LeCadre will be speaking to secondary schools about prescription drugs. The Franklin Shopper has helped out by giving Prevention free ad space to promote Red Ribbon Week and other prevention related events along with a coloring contest for kids with prizes from Hamilton Hyundai dealership. Lauri talked about six federal strategies that the state has established in a spreadsheet (Outline will be attached with minutes.) presentation. Please review and if anyone has questions please contact Lauri Ryder. Lauri and Jean Snyder are working with insurance agencies in Fulton County to put information for parents about the risks of hosting underage drinking parties; the effect it could have their insurance. This information would be included with their bill and/or insurance policy. She is The PAYS data has been released. Members of the Community Coalition executive committee will be planning to do presentations of the data to individual school boards, borough councils, judges, parent groups and civil organizations. PAYS surveys are paid for through the ICSP Grant. Chambersburg Area School High parents must sign for their children to take this survey and information on the survey is not clear to the parents so parents will not sign for it, which means we cannot get sufficient data from the Chambersburg Area schools. Waynesboro School District children and/or parents for having them sign and allow child to take the PAYS (Summary of data will be attached with the minutes.) Survey. II. Public Comment- th Next Advisory Board meeting is December 20, 2012 at the Human Services Building starting at 3 PM. III. Adjournment- Manny Diaz made a motion to adjourn the meeting at 4:32 PM, Manny Diaz seconded, all were in favor.
