HomeMy WebLinkAbout2012-11-15 Commissioner Minutes THURSDAY, NOVEMBER 15, 2012 The Franklin County Commissioners met Thursday, November 15, 2012, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include the addition of Election Board to certify the election results for the General Election last week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Roger Blattenberger provided public comment and thanked the Board for answering his questions about the connectivity project in Mercersburg. Since that time he has talked to landowners, and not one has been contacted by this Macwell group. One landowner was contacted about a trail to the high school, and he refused to allow them to cross his land. However, their response was that they will come by a backdoor with an easement. Mr. Blattenberger would appreciate the Board not provide this group any support, because you don’t go through a backdoor on a property owner. MacWell has lost financial support from a contributor who was told they would come across his land. Farm land is not getting proper representation from this commission. Chairman Keller asked if he or any property owners have talked to MacWell about this matter. Mr. Blattenberger responded that they did at a public meeting, but there hasn’t been a meeting since June. Supposedly there is a meeting this Friday but it’s not open to the public. He has tried to contact them by phone as well. He said when more landowners find out about this, there will be more opposition. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of November 8, 2012 meetings. The Board reviewed Children & Youth matters. On a motion by Robert L. ontract Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised c listing for all contracts and addendums for Fiscal Year 2011/2012 and 2012/2013 for the Children & Youth department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed additional Children & Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the first quarter Certification Statement to the Commonwealth of Pennsylvania for the period of July 1, 2012 through September 30, 2012 in the amount of $1,904,109.00. The County’s share for the quarter is $430,339.00. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute change order #2R2 from Edwin L. Heim Company for the Franklin County Courthouse Renovation Project Plumbing Contract to decrease the contract amount by $2,428.12 due to changing the fixture package in the Sheriff’s Office non- secure restroom. Continued on page 2 The Board reviewed additional Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #6 from McCarty & Son, Inc. for the Franklin County Courthouse Renovation Project Electrical Contract to add the contract amount by $530.09 to install and wire pump controller for the elevator sump pump. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Contract between the County of Franklin and Department of Public Safety Training and Certification of Bucks County Community College to provide a maximum of 200 hours of onsite non-certification training courses at Franklin County Department of Emergency Services for the calendar year of 2013 at a cost of $800.00. Provides DES and local responders with national and state level fire, rescue, emergency medical and hazardous materials training. Students are responsible for manuals needed; DES provides required equipment, expendable items, and the classroom and hands-on sessions. The Board reviewed additional Emergency Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from VisionAir to upgrade to Inform IQ software used in the 911 Communications Center, which assists the dispatchers to obtain pertinent information and dispatch correct response at a cost of $4,400.00. This quote will include a total of three half day remote training sessions, project management and remote implementation. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Agreement between the County of Franklin and YEI Healthcare to provide exclusion list checks service for the County to assure employees and providers/vendors are not excluded from doing business with the Federal or State funding sources at a cost of $625 for the period of November 15, 2012 through November 14, 2013. In accordance with PA Act 14 notifications, Natural Resources Conservation Service notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit application being applied by Jay Hammond for agriculture stream crossings on property located in Fannett Township. In accordance with PA Act 14 notifications, Guest Farm Village, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied on property located in Greencastle, PA. In accordance with PA Act 14 notifications, Department of Army notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Letterkenny Army Depot for storm water/sedimentation basin at the Open Burning/Open Detonation Grounds on property located in Letterkenny and Hamilton Township. In accordance with PA Acts 67, 68 and 127 notifications, Martin & Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit Renewal application being applied by Woodbriar Estates on property located in Guilford Township. Continued on page 3 Chairman Keller thanked all employees who helped with the election last week. With the voter ID issue, press releases that needed completed and preparing for the election for months in advance hats off to Jean Byers and everyone else who was involved. It’s a long day for election workers so credit should go on record for them for the great work they did. Commissioner Thomas said it is a citizen run election, all the people running the polls are pillars of our community as they run the election in each of their local election district. There is no way the County could hire enough people to do that alone. He thanked everyone involved in the election process. Teresa Beckner, Fiscal Director, met with the Board to discuss the following items: Review of 2012 expense and revenue budget performance through September. Ms. Beckner advised most departments are under budget except for a few where she mentioned the reasons for variances from the report. She said general fund in total is at 68.1% of budgeted expenses through September and revenue side and tax collections revenues are consistent when compared to budget as well as prior year performance. Collections are 93.3% of billing compared to 92.4% last year. Ms. Beckner said revenues are consistent through September and property taxes are at 93.3% of billing through September. Ms. Beckner updated the Board that Fiscal staff are fully engrossed in preparing the 2013 budget and working with county departments. She announced that this year they are testing a new model for use in understanding budget requests, budget initiatives and measuring outcomes. Penn State provided a training to a pilot group of departments in using logic model and if it proves effective will expand to other departments in the future. John Hart said more information will be presented during the th preliminary budget presentation. The presentation will be held on November 29 and the preliminary budget adoption is scheduled for December 6, 2012. Chairman Keller announced the meeting on Tuesday will be held at 1:30 PM not in the morning due to the Board attending County Commissioners Association Pennsylvania Conference. There will be two commissioners present as Commissioner Thomas will be remaining in Harrisburg to attend a meeting. The meeting was adjourned at 10:01 a.m. with a motion by Robert L.
