HomeMy WebLinkAbout2012-11-20 Commissioner Minutes TUESDAY, NOVEMBER 20, 2012 The Franklin County Commissioners met Tuesday, November 20, 2012, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller requested to add Chairman’s time prior to public comment. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the amended agenda. Chairman Keller informed everyone that Commissioner Thomas was attending a meeting in Harrisburg today for County Commissioners Association of PA Conference. Chairman Keller responded to Mr. Lightfoot’s question regarding the total cost of the emergency lighting at the new Hearing Center. The cost was $4,167.94. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of November 13, 2012 and November 15, 2012 meetings. The Board reviewed Agreements, Contracts and Reports. The Board reviewed Grants / CJAB matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the renewal of Housing and Urban Development (HUD) 1 and 2, for housing and case management for homeless individuals diagnosed with a Severe Mental Illness, with each grant providing 10 apartments (20 total). HUD1 is for the period of August 1, 2013 through July 31, 2014 in the amount of $95,345.00. HUD2 is for the period of January 1, 2014 through December 31, 2014 in the amount of $94,588.00. This is funded 100% with Federal funds. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from Lancaster Plumbing, Heating and Cooling to replace and upgrade an existing air conditioner unit in the IT Server/Control Room in the amount of $7,878.00. The company is on State Contract. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the proposal from Chambersburg Waste Paper Company to remove trash and recyclables from various county buildings for the period of January 1, 2013 through December 31, 2014, with the option of renewal at end of the contract, in the amount of $15,000.00 annually with no projected increase.
