HomeMy WebLinkAbout2013-01-03 Commissioner Minutes THURSDAY, JANUARY 3, 2013 The Franklin County Commissioners met Thursday, January 3, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to adopt the agenda. James Wyrick provided public comment and wanted to compliment the Board for voting in the moment of silence and moment of prayer last year and hopes they did not receive any negative feedback from it. He wishes the Board the very best this upcoming year and blesses them with wisdom in their decisions. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 27, 2012 meeting. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the correction to Exhibit A of Resolution #2012-28 authorizing the Tax and Revenue Anticipation Note with Farmers & Merchants Bank approved by the Board on December 20, 2012. No other changes were made to the Resolution. This is a correction to action taken on December 20, 2012. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to the PA Commission on Crime and Delinquency to apply for the Juvenile Accountability Block Grant to use grant funds for the 2013 Juvenile Probation Enrichment Programs that will include tools and supplies to complete community service activities, youth stipends to go toward fines and restitution, youth team building activities and costs for the ART program trainers to conduct a site visit as part of their fidelity assessment. This grant request is for the amount of $10,000.00 with a county match of $1,112.00 for the period of April 1, 2013 through March 31, 2014. The Board reviewed additional Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Subgrant Award Notice from PA Commission on Crime and Delinquency for the Franklin County Security Technology Grant to fund security equipment at the Administration Annex, Human Services Building, Day Reporting Center and the Jail in the amount of $81,852.00 for the period of January 1, 2013 through December 31, 2013. The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal grant application between the County of Franklin and Department of Housing and Urban Development (HUD) for the HUD Homeless Assistance Project #1 that consists of 10 scattered site furnished one-bedroom apartments in Franklin and Fulton counties to assist mental health consumers move from chronic homelessness into permanent housing, and provides peer support services, transportation, emergency food, and housing supplies. Case management is provided through MH/ID. The grant is for a total of $95,343.00 for the period of August 1, 2013 through July 31, 2014. The project pays rent for mental health consumers and offers peer support services, transportation, emergency food, and housing supplies. The grant is for a total of $94,578.00 for the period of August 1, 2013 through July 31, 2014. In accordance with PA Act 14 notifications, James C. Marshall notified the County of a Pennsylvania Department of Environmental Protection GP-6 agricultural crossings and ramps Permit application being applied Marshall Stream Crossings on property located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, Gibble Foods notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit renewal and water quality management permit application for the snack food manufacturing facility formally known as Nibble with Gibble’s on property located in Guilford Township. In accordance with PA Acts 67, 68 and 127 notifications, Winter Greene’s Joint Venture, LLC notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied for residential development on property located in Montgomery Township. The Board met with the Human Resources Director, the Deputy Controller, Elected Officials and Courts for Salary Board Reorganization.
