Missy Reisinger 9. Katherine Beidel 10. Adrienne Fenell and Melissa Case- Franklin Co Housing Authority II. Administration (Fiscal), Treatment and Prevention/Coalition Update Administration 1. Review and Approval of minutes. a. October minutes could not be approved, because we did not have a quorum. Minutes will have to be approved at the next scheduled meeting. 2. 2013 Meeting Dates a. Jen will coordinate with TMCA staff to coordinate D&A Advisory Board meetings on the same dates as TMCA Advisory Board meetings because some members are on both boards. Jen will send out dates and schedule 2013 Advisory Board meetings. 3. Fiscal Review/Annual Report/ Treatment Plan a. Fiscal Summary Report; this show funding summary of amounts from July 2012 through October 31, 2012, this was reviewed with the board members (this will be attached with the minutes) and staff . D&A is currently over budget in Treatment; Inpatient services particularly in August and September, we should balance out in the beginning of the year. The flow of money for the first half of the year was from the block grant and money from OMHSAS to D&A was cut. The county fiscal department must figure out how the money will come from Fulton County. Reporting forms will not be released until March. A meeting in January has been scheduled to discuss Block Grants in Mechanicsburg, PA; this will provide additional details that we can share with the group. b. Annual report was completed for 2011-2012; this report only shows services that were county funded. Miss Reisinger of TMCA can get anyone reports for Medicaid dollars and numbers if anyone is interested. c. Treatment Plan was updated, the original was written in 2009-2010. Next year we will start with a fresh new plan with new format as well. The treatment plan develops goals for the program. Treatment 1. Treatment Statistics a. (November numbers) 6 b. Assessments Completed by SCA staff: 5 c. Individuals recommended for Inpatient Rehab or Detox: 20 d. Individuals recommended for outpatient or intensive outpatient: 22 e. DAPP clients: 2. Program Updates a. Katherine Beidel, Program Specialist provided the Treatment updates. CCIS is a co-occurring initiative that she is working on along with Michelle Mosher, Quality Manager from TMCA and Cori Seilhamer, MH Program Specialist. This initiative was started with monies from TMCA and CBHNP, the model is from Doctors Minkoff and Kline. Franklin County model will be highlighted in a national presentation in Philadelphia in October 2013. Along with a specific county model, an Implementation and Change Agent team has been created. We currently have providers that are co-occurring competent and the Chambersburg Hospital has made drastic changes to policy. They have taken the best practices and turned into training for staff. Meetings are held bi-monthly. Motivational interviewing is a technique training that is going on right now for the team. If anyone has any questions or wants to get involved please contact Kathy Beidel. b. D&A currently has two medication assisted treatment programs; Suboxone and Vivitrol. Suboxone has about $1,000 left in the program; one client is on the medication and will be tapered off in less than five months. Once this money has been exhausted we will not be offering this anymore. Our Vivitrol program has started 10 people so far. However, we have had difficulties with clients remaining in program. We are currently looking at ways to address this issue with the providers. If anyone continues for the next six months we can start three to four new clients. All clients are drug tested while on the Vivitrol. Challenges are given before getting the initial Vivitrol injection to test for an allergic reaction to the medication. Diagnostic Statistical Manual Volume 5 will be available May 2013. c. This is a manual published by the American Psychiatric Association (APA) that includes diagnostic codes. Pathological gambling will be added to this version as well substance abuse/dependence terminology will be changing. Recovery houses; D&A clients have minimal recovery housing d. options. FFDA is looking at possibly using some Block Grant money to get recovery housing started. This would serve both Franklin and Fulton county residents. Recovery housing would help to assist individuals that need treatment because they would have a place to live while in treatment. Prevention 1. Prevention Updates a. Community Coalition Meeting was held on Dec 10th. We had a very good turn-out of members. We reviewed the accomplishments of the year for the coalition and also honored the accomplishments of K. Marilyn Smith with a Maril Red Ribbon make-ups for secondary schools to include the Attorney Waynesboro Middle School, who requested to hold the program sometime after the beginning of the year. Quarterly Prevention Providers meeting was held on Dec 10th. No issues from providers or SCA needed resolution. Work on the prevention plan will begin after the New Year. Franklin County Leadership-Youth program held on December 4th. Fulton County Partnership Meeting on December 18th, Lauri attended. Collaboration between Waynesboro CTC and Franklin/Fulton D&A (FFDA) continues for the future of the Child ID Program and equipment. Lauri met with Marilyn Smith on December 14th to learn how to set up, use, and tear down the equipment and program. The program will be shared between FFDA and the meeting for Lauri to train him and/or his staff after the New Year. The Waynesboro CTC board will meet on Wednesday, December 19th to vote about giving the equipment to the two partners, as stated above. Marilyn sees no issue since nobody else stepped up when asked to take it over and Lauri is the only one who has been trained to use it. Lauri has been attending a series of trainings sponsored by the Summit Foundation on the future of leadership. She attended one in November, one in December, and is scheduled to attend one in January. Lauri will be taking time off beginning December 21st and will return to work on January 2nd. RFI; $20k was moved into Human Services Development Funds for prevention activities; these funds could do prevention services and find a replacement for the Reality Tour. A form was sent out to be completed by any provider, agency, and individual to provide st these activities. This is to be completed by December 31; an announcement th of who received this grant money will be January 11, 2013. We would like to form a reviewing committee to review all proposals. These funds must be used by July 1, 2013. If anyone is interested please contact Kathy Beidel or Richard Wynn. II. Public Comment st Privatization of MH/ID/EI will be April 1; staff will remain in the county buildings for at least the first year. III. Adjournment- Meeting ended at 4:15 PM.
