HomeMy WebLinkAbout2013-01-22 Commissioner Minutes TUESDAY, JANUARY 22, 2013 The Franklin County Commissioners met Tuesday, January 22, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked if item #4 is distributed to outside law enforcement agencies or can it be used for the Sheriff to hire deputies? Chairman Keller said this question will be covered during board actions. The minutes of January 15, 2013 and January 17, 2013 meetings were reviewed. These will be approved Thursday, January 24, 2013. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked John Hart to provide a mini summary of item #1, Tax Assessment duplicates. John Hart, County Administrator explained the documents list properties that the tax office provides to the tax collectors of taxes owed. Interim and supplements are additional properties added during the year and exonerations are either trailers that moved or properties that have burned. Chairman Keller asked for more information on item #6 revised job description for Transportation Director and Mr. Hart explained since the current director is leaving the Human Services Administrator reviewed the job description and made some modifications to current duties and responsibilities but there is no request for an increase in pay. Chairman Keller asked about item #3 for District Attorney funds if they are distributed to other law enforcement agencies or the Sheriff office. Mr. Hart responded that the District Attorney generates revenue when there are arrests and a large portion of the money is to support drug task force wages and equipment. This money does not go to local municipality law enforcements and does not pay for sheriff deputies. The following items were approved today and the remainder items will be approved Thursday, January 24, 2013. The Board reviewed District Attorney matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and the U.S. Department of Justice for the County to participate in the Federal Equitable Sharing program to allow the District Attorney’s office to receive a share of federally forfeited funds from criminal cases that are prosecuted federally during the year 2012 and mended forms for FY2011 and 2010. These monies received are restricted by federal statute to be spent for law enforcement purposes only. The Board reviewed Human Services matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the revised position description for the Director of Transportation position. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:46 a.m. this date for the purpose to review real estate transaction matters. The Board reconvened into regular session at 10:27 a.m. No action was required after executive session. Continued on page 2 The meeting was adjourned at 10:27 a.m. with a motion by Robert G.
