HomeMy WebLinkAbout2013-01-31 Commissioner Minutes THURSDAY, JANUARY 31, 2013 The Franklin County Commissioners met Thursday, January 31, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of January 22, 2013 and January 24, 2013 meetings. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the engagement letter from Zelenkofske Axelrod, LLC to perform audits of the Visitors Bureau for the period ended June 30, 2014 at a cost of $4,000.00; for the period ended June 30, 2015 at a cost of $4,080.00 and for the period ended June 30, 2016 at a cost of $4,160.00. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Award Notice from Pennsylvania Commission on Crime and Delinquency (PCCD) for the STOP Domestic and Sexual Violence Grant for a grant amount total of $125,000.00 for the period of January 1, 2013 through December 31, 2016. The Board reviewed Human Services Administration matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the IDIS OnLine Access Request to Housing and Urban Development (HUD) to include Christy Russell from Human Services Administration as a grantee and requestor for the Homelessness Prevention and Rapid Re-Housing Program (HPRP) and Emergency Solutions Grant (ESG) Grant Funds for Franklin County. The Board reviewed Purchasing matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Purchasing Policy #903.01 to enhance and streamline the purchasing process, providing the requesting department of offices with the supplies and services needed at the best price as efficiently as possible and to ensure compliance with the County Code. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement between the County of Franklin and Theodore Sofish, MD, MPH, of Summit Occupational Health to provide medical director services for wellness programs, ordering physician for influenza vaccine, PPD testing and Hepatitis B immunizations at a cost of $500.00 for the period of January 1, 2013 through December 31, 2013. Continued on page 2 The Board reviewed additional Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and American Red Cross to allow the County to use the Red Cross various certification programs and materials for employee and provider trainings at no cost to the County for the period of January 1, 2013 through December 31, 2015. In accordance with PA Acts 67, 68 and 127 notifications, Delgrande and Associates, LLC notified the County of a Pennsylvania Department of Environmental Protection NDPES Part 2 Permit application being applied by Letterkenny Township Municipal Authority for the Hillview Wastewater Treatment Plant on property located in Letterkenny Township. In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert & Associates notified the County of a Pennsylvania Department of Environmental Protection NDPES Part 2 Permit Renewal application being applied for the Sycamore Meadows Land Subdivision on property located in Greene Township. In accordance with PA Acts 67, 68 and 127 notifications, Martin & Martin, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied for the Warm Spring Road Estates Phases 1 & 2 on property located in Hamilton Township. In accordance with PA Acts 67, 68 and 127 notifications, William Fink notified the County of a Pennsylvania Department of Environmental Protection NDPES Renewal Permit application being applied for the Country View Family Farms for a concentrated animal feeding operation on property located in Metal Township. James Faust, Nursing Home Administrator, Mary Kimmel, Finance Manager and Alma Cullers, Director of Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation Center Governing Board Report which is attached and made a part of these minutes. The meeting was adjourned at 10:19 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
