THURSDAY, FEBRUARY 21, 2013
The Franklin County Commissioners met Thursday, February 21, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 12, 2013 and February 14, 2013
meetings.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
application to PA Emergency Management Agency (PEMA) to request partial
reimbursement for seven Emergency Management Agency staff positions salaries and
benefits requesting a grant amount to be determined by PEMA for the period October 1,
2012 through September 30, 2013.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2012 Supplemental
Appropriation in the amount of $23,630.00 to increase budget to reflect actual amounts
expended and received for the Emergency Solutions Grant. No additional County share
is required.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the American
Federation of State, County and Municipal Employees, AFL-CIO District Council 89
Collective Bargaining Agreement as a result of union negotiations, for the period of
January 1, 2012 through December 31, 2015.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Second Contract Amendment to the Agreement (dated December 1, 2011) between the
County of Franklin and South Central Community Action Program (SCCAP). This
amendment is to decrease the allowable amount for Administration under the
Emergency Shelter Program by $525 for the total amount to be $1,586.00 for
Administration and $79,301.00 for Shelter Operations. All other terms and conditions of
the original agreement will remain in full force and effect.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and NCH Chemsearch to
provide a water quality assurance program for the cooling and heating system at the Jail
to permit the most useful life and operating efficiency for which it was designed at a cost
of $2,010.00 for the period of February 15, 2013 through February 14, 2014.

The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Garber Metrology to provide inspection/calibration of
five health scales at the Nursing Home at a cost of $375.00 for the period of January 1,
2013 through December 31, 2013.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer & Associates
notified the County of a Pennsylvania Department of Environmental Protection NDPES
Major Modification Permit application being applied by Accent Developers, LLC for
Spring Run Estates residential development on property located in Washington
Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2012 expense
and revenue budget performance through December. These are preliminary numbers
due to being year-end cut off, expenses and still have revenue that needs balanced out.
Ms. Beckner advised most departments are under budget except for a few where most
variances relate to personnel and benefit costs. She said general fund expenses are at
90.5% of budgeted expenses through December and revenue side and tax collections
revenues are consistent when compared to budget as well as prior year performance.
Ms. Beckner said revenues are consistent through December and property taxes are at
94.6% of billing through December. 94.6% of what has billed is same as five year
average and is higher than last year. Property taxes will get reconciled by Tax
Collectors for end of year. Ms. Beckner said these are preliminary numbers as books
are still open and there will be adjustments. She will have final numbers at her April
report to the Board.

seconded by Robert G. Ziobrowski.
