HomeMy WebLinkAbout2013-03-12 Commissioner Minutes TUESDAY, MARCH 12, 2013 The Franklin County Commissioners met Tuesday, March 12, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include Chairman’s time to the agenda today to answer a couple questions from public comment last week. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Chairman Keller wanted to respond to Mr. Piper’s question during public comment last week about the savings when comparing wages of the Human Resources Generalist and Assistant Human Resources Director. The Human Resources Director salary was $52,359.90 and Human Resources Generalist position was approved at $37,153.63, for a savings of $15,000. Chairman Keller said it was asked by Ms. Jansen where more information can be found on the Prosperity Indicators Report and that can be received on the Greater Chambersburg of Chamber website at http://www.chambersburg.org/pages/ProsperityIndicatorsReport/. Lastly Chairman Keller announced this weekend begins the County Commissioners Association of Pennsylvania (CCAP) Spring Conference so next Tuesday’s meeting will be in the afternoon at 1:30 p.m. instead of in the morning. Commissioner Thomas said he has a committee meeting after the conference so it will prevent him from being here for the afternoon meeting. Kim Wertz from Chambersburg had a question on Action # 6 & 7, PA DCED grant agreements. She asked when they say New Hope donations is that coming from the public that donates to the shelter or does it come out of monies they receive through the block grant? The minutes of March 5, 2013 and March 7, 2013 meetings were reviewed. These will be approved Thursday, March 14, 2013. The Board reviewed Agreements, Contracts and Reports. Chairman Keller announced Carrie Gray, Grants Management Director is here to answer questions concerning the New Hope donations that Ms. Wertz asked about during public comment. Ms. Gray said the donations are private donations. She continued that there are two different grant rules under the acronym of the Emergency Solutions Grant. The first grant agreement is the Emergency Shelter Grant for 2011 that had additional funding available from Housing and Urban Development (HUD) because they are ready to wrap up their two year cycle. When the State found out money was available they offered $104,000 to Franklin County and this grant ends 11/30/13. The Emergency Solutions Grant ends on 10/18/14. When the State contacted us regarding additional allocation of $104,000 it was requested by PA DCED to modify the 2011 grant to increase by $104,000 to make a total of $226,000 and in turn enables the shelter more flexibility for the new funding. This will enable the County to serve more people and provide more intense services. Ms. Gray wanted to make known that there are no block grant funds in any of this information. Commissioner Ziobrowski asked John Hart, County Administrator to further explain item #4. Mr. Hart explained that the request is for Emergency Services to purchase Swede mesh cooling vests that have ice packs to be used for emergency service personnel to help lower their core temperature. The vests will be paid for through the Hazardous Material Response Grant. Commissioner Continued on page 2 Thomas asked if there is a policy or procedure in place to have these vests go to where they are needed. Mr. Hart responded that the Commander in charge at the scene will ask or be asked if need equipment delivered to the scene. Chairman Keller asked Mr. Hart to clarify #5, boiler project, how much of the $186,000 is general fund dollars. Mr. Hart will clarify shortly. The items will be approved Thursday, March 14, 2013. Mr. Hart reported that $38,000 is coming out of Fund 40, Capital Projects fund to pay the remainder of the boiler project. The meeting was adjourned at 10:00 a.m. with a motion by Robert G.
