THURSDAY, APRIL 4, 2013
The Franklin County Commissioners met Thursday, April 4, 2013, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Charlie Morgan from Greencastle wanted to let them know that April is Autism
Awareness month.
Sherri Morgan from Greencastle provided public comment concerning autism.
She said about 1 in 88 children are found to have some form of autism but there no
statistics on adult autism. After some research she found that 1% of the population is
affected with autism so if have 150,000 people in the county then at least 1,500 people
have autism. She would like to know how many people are affected with autism and
other disabilities in our County. Ms. Morgan said it’s expensive when don’t try to have
services available for people to become good citizens. Charlie’s IQ is 67, after 2 years
they dropped Charlie from a job search. Employers need to train and move lesser
skilled citizens in the county that aren’t disabled, so that people with disabilities can fill
those jobs.
Allen Piper provided public comment and echoes the sentiments of Sherri
Morgan that Autism is a serious problem and he appreciates the advocacy of Sherri
Morgan. Hopefully what she said will echo in the ears of the Commissioners and
maybe in near future they can help take care of this problem. He mentioned that
recently at a meeting in this room and he read in paper that there is 1 million plus dollars
that came into County’s coffers. His question is if there is a million dollars extra money,
what do the Commissioners plan to do with the money. The excess amount could
reduce the millage or go to a very good cause. Mr. Piper asked if they can do something
really good with the money? He would appreciate a reply.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of March 26, 2013 and March 28, 2013 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage Licenses to the PA Department of
Agriculture/Commonwealth of PA for the Fort Loudon, Path Valley, Greencastle and
Upper Strasburg Senior Activity Centers at a cost of $82.00 each for a total of $340.00
for the period of May 14, 2013 through May 13, 2014. Since the Senior Activity Centers
serve meals to seniors it is a law to have a food and beverage license that needs
renewed annually.

The Board reviewed Assessment matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Thomas R. Donahue, Jr. to provide 2013 tax claim posting
service for unpaid real estate taxes from 2011 and personal service for unclaimed
certified mail for tax year 2012 at a cost of $17.00 for initial posting, $22.00 for posting
notice of sale, $1.00 for photographs, and $9.00 for first and second attempt for personal
service. These rates have not increased from last year, and the costs are added to
delinquent taxes to be collected.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Fourth Contract Amendment to the Agreement between the County of Franklin and
South Central Community Action Program (SCCAP) for the Homeless Assistance
Program to increase the encumbrance by $12,000.00 due to additional funding that has
been awarded from the Human Services Block Grant. The total encumbrance for this
contract will be $129,293.00. All other terms and conditions of the original agreement
will remain in full force and effect.
The Board met with the Human Resources Director, Sheriff and the Controller for
Salary Board and Personnel matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised Chief Deputy
Sheriff, Deputy Sheriff Sergeant and Deputy Sheriff position descriptions.
Commissioner Ziobrowski wanted to respond to Mr. Piper’s comment referring to
the one million dollars that has been saved through prudent spending. The County has
used this to reduce millage and carry over into the next year to help with budget deficits.
He said historically that’s what they have done.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:04 a.m. this date for the
purpose to review Personnel and Contract Negotiation matters. The Board reconvened
into regular session at 11:37 a.m. No action was required after executive session.
The meeting was adjourned at 11:37 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
