THURSDAY, APRIL 11, 2013
The Franklin County Commissioners met Thursday, April 11, 2013, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda. Chairman Keller announced that Commissioner Thomas
will not be in attendance today.
Michelle Jansen provided public comment and wanted to correct the article in the
Public Opinion about the event the Franklin County 9/12 Patriot Group held this past
Saturday on the Courthouse Plaza. The Public Opinion had comments taken out of
context that the speaker spoke at the event spoke about and also there was another
group that crashed their party who were uninvited that the 9/12 Patriot Group has
nothing to do with. She said the paper also mentioned the South Mountain Fire Arms as
the main sponsor but there was another sponsor and the article also mentioned that this
event was making money for local gun shops.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of April 2, 2013 and April 4, 2013 meetings.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCCD) requesting a grant in the
amount of $233,849.00 from the PCCD’s Drug and Alcohol Restrictive Intermediate
Punishment Program (RIP) Funds with a County match of $16,133.00 to provide drug
and alcohol treatment services, including intensive case management as well as in-
patient treatment to sentenced offenders. This grant would be for the period of July 1,
2013 through June 30, 2014.
The Board reviewed Grants Management/CJAB matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the Grant
Application to PA Commission on Crime and Delinquency (PCCD) to request $60,000.00
from the Intermediate Punishment Treatment Program Grant with a county match of
$11,432.00 to be used for the Franklin County Intermediate Punishment program to be
used for electronic monitoring, house arrest, drug testing, community service, intense
supervision, fines program, work release program, day reporting and the residential
inpatient drug & alcohol program.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Revised
Background Check Policy, #214.01 for the purpose of conducting background
/employment checks on new employees.

The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the
agreement between the County of Franklin and Drug Free Pennsylvania, Inc. to provide
services to the County to include creating a customized drug free workplace policy,
implementation of this policy, technical advice, drug testing options, supervisor and
employee training and promotional materials at a cost of $250.00 per year plus $38 per
person for urine drug screens for the period of April 11, 2013 through April 10, 2014.
Three quotes were received and Drug Free PA was selected due to being the best
option for the County.
The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the
agreement between the County and Klink Check Background Services to provide high
quality in-depth background reports to the County to use in hiring and retention decisions
at a cost according to type of service needed as listed in Attachment A for the period of
April 11, 2013 through April 10, 2016. Three quotes were received and Klink Check
Background Services was selected due to offering many other options not utilized by the
other companies.
The Board reviewed Human Services Administration matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Third
Contract Amendment between the County of Franklin and Waynesboro New Hope
Shelter to included additional PA Department of Community and Economic Development
(DCED) to increase the encumbrance by $104,970.62 due to additional DCED funding
through the Emergency Shelter Grant for a total encumbrance of $126,665.62 to be
used for essential services, operations, homeless prevention and administration services
for the shelter. All other terms and conditions of the original contract will remain in full
force and effect.
The Board reviewed Information Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the renewal annual
Maintenance Agreement between the County of Franklin and BIGWireless, LLC to
provide annual maintenance of all the wireless network system which involves visits to
each location and an inspection of the wireless installation at each site at a cost of
$33,936.00 for the period of April 1, 2013 through March 31, 2014.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the agreement
between the County of Franklin and SimplexGrinnell to provide maintenance services on
the sprinkler system at the Falling Springs Nursing & Rehabilitation Center at a cost of
$3,150.00.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the annual report to the Department of Labor and Industry, Bureau of
Workers’ Compensation, for calendar year 2012 for total compensation paid in the
amount of $442,746.79.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the renewal agreement
between the County of Franklin and Kristin Horst to renew graphic design services at a
cost not to exceed $24,000.00 for the period through December 31, 2013. All other
terms of the original agreement executed by the County on April 14, 2011 shall remain in
full force and effect.

The Board reviewed additional Visitors Bureau matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved the renewal
agreement between the County of Franklin and Scott Hershberger to renew public
relations services at a cost not to exceed $17,355.00 for a the period through December
31, 2013. All other terms of the original agreement executed by the County on March
24, 2011 shall remain in full force and effect.
In accordance with PA Act 14 notifications, C.S. Davidson, Inc. notified the
County of a Pennsylvania Department of Environmental Protection Watershed
Management, General Permit GP-11 application being applied for Franklin County
Bridge No. 54 Replacement on property located in Fannett Township.
In accordance with 1990 Clean Air Act notifications, Liberty Excavators, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Plan Approval and/or General Operating Permit application being applied to construct
and operate a portable aggregate crushing facility at the New Forge crossing
construction site on property located in Washington Township.
Bernice Crouse, Franklin County Library System Executive Director and staff met
with the Board to provide an update on their annual report and a packet of information

on the different events that are being done this year. Ms. Crouse said this is the 15
year anniversary of the Franklin County Public Library system. She thanked the Board
for their support and is grateful that the Board has stood behind the library system. On a
motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to
sign Franklin County Proclamation #2013-03 proclaiming the week of April 14 – 20, 2013
as Franklin County Public Library Week and that the attached proclamation be made a
part of these minutes.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to enter an executive session at 10:04 a.m. this date for the purpose to review
a personnel matter. The Board reconvened into regular session at 11:35 a.m. No action
was required after executive session.
The meeting was adjourned at 11:35 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.

Library Week Proclamation #2013 -03
April 14 - 20, 2013
WHEREAS: In the late 1800s, a strong group of women had the notion to provide literacy to their community. With
a starting donation of$25.00 and 25 books,the Chambersburg Afternoon Club brought the first public
library to Chambersburg.An effort thoroughly American in its ideals and approach, the women offered
their small collection of books to all residents, regardless of age,financial resources, or educational
background.
WHEREAS: Proof that even the smallest idea can have a large impact,the small, one room library grew into what
we now call the Franklin County Library System. Comprised of seven public libraries and two outreach
vehicles, the System continues the core mission of providing literacy to its residents. At any one
location, residents of Franklin County are able to employ use of an expansive collection of print and
online materials, free classes, storytimes, and reading enrichment programs.
WHEREAS: Public libraries recognize that their task is no small feat. Continuous technological advancements
provide an ever-increasing need to progress,to move towards the future for the sake of a growing and
changing group of people. Franklin County Library System welcomes these advancements with great
alacrity and strength, seeking to be the forerunner in providing quality educational opportunities for
those who have the need.
WHEREAS: With the uncertainties and pressures that come with the rising and falling of economic tides, public
libraries direct our attention to the fundamentals that remain the same and are certain. What is certain
is this: our residents have the right to seek knowledge, to learn, to better their future,that of their
children's, and that of their community.
WHEREAS: The future of our community hinges on the education of its residents. Let us,then, acknowledge the
work of our public libraries, the work of their staff, and the work of the community who, at once,
supports and benefits from them. We, as leaders representing our communities, continue to support
our public libraries and the ideals they represent in hopes that all people are able to experience the
freedom of information that they have historically provided. Let us continue their story.
THEREFORE, in recognition and support of the services they have provided for over a hundred years,We, the
Commissioners of Franklin County, do hereby proclaim the week of April 14 to April 20, 2013 as
FRANKLIN COUNTY PUBLIC LIBRARY WEEK.
