HomeMy WebLinkAbout2013-04-25 Commissioner Minutes THURSDAY, APRIL 25, 2013 The Franklin County Commissioners met Thursday, April 25, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. The Board participated in “Take Our Sons and Daughters to Work Day” with 16 children and their family member participating. Chairman Keller had the children volunteer and help with approving the agenda and motions. Chairman Keller also provided a presentation about the County. Tiffany Bloyer, Human Resources Director, explained that after the meeting with the Board of Commissioners the children would tour the Courthouse, and then they will work beside their family member for the remainder of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Michele Jansen provided public comment to inform the children that it’s wonderful that people in our country can stand up and voice their concerns or opinions to the Board of Commissioners unlike in other countries who don’t have that choice. A child asked why he has to have a dress code next year and Commissioner Thomas explained that the Board of Commissioners have nothing to do with that decision that he would need to visit the school board who makes the decisions for the local schools. Chairman Keller had a child read the motions for the following actions: On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of April 16, 2013 and April 18, 2013 meetings. The Board reviewed Courts matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Nitterhouse Alarm Communications (NAC) Divisions to upgrade existing security systems at six of the Franklin County Magisterial District Judges Office to include cameras, keyless/prox entry systems and press to unlock buttons at a total cost of $19,956.00. The costs are 100% paid through the Magisterial District Court Security Equipment Grant from AOPC. These upgrades need to be able to interface with pre- existing equipment that has previously been installed by NAC which is proprietary equipment. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between the County of Franklin and Pennsylvania Emergency Management Agency to provide grant funds for Emergency Services personnel to attend a needed conference for certifications and training for county emergency responders related to responding to hazardous materials incidents for a grant amount of $11,600.00, for the period of September 30, 2012 through September 30, 2013, with the DES Department providing $2,900 for a total of $14,500.00. Continued on page 2 The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Beidel Printing House, Inc. to print, bind and deliver the ballots for the Municipal Primary Election being held on May 21, 2013 at a cost of $18,378.75. This bid was awarded by the Board on April 9, 2013. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $32,405.00 to provide budget for Adult Probation’s portion of the costs associated with the Unified Case Management System. Expenses are offset by Act 35 contribution. The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal agreement between the County of Franklin and Tuscarora School District for the School- Based Probation Program. The school district agrees to provide $8,185.00 for the 2013- 2014 school year. Franklin County will carry liability insurance for its employees and the program. The term of agreement is August 27, 2013 through June 6, 2014. The Board reviewed additional Juvenile Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal agreement between the County of Franklin and Waynesboro School District for the School-Based Probation Program. The school district agrees to provide $16,373.00 for the 2013-2014 school year. Franklin County will carry liability insurance for its employees and the program. The term of agreement is August 27, 2013 through June 6, 2014. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to Proceed, Waiver of Liens, and Agreement between the County of Franklin and Power Component Systems, Inc. for the Falling Spring Nursing and Rehabilitation Center Boiler Room Asbestos Abatement Project bid for a total bid price of $17,400.00. This bid was awarded by the Board on March 28, 2013. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Allocation Letter from PA Department of Public Welfare for the Medical Assistance Transportation Program (MATP) for Fiscal year 2012-2013. DPW decreased the contract amount by $158,184.00 for a total allocation amount of $694,903.00. In accordance with PA Acts 67, 68 and 127 notifications, Newell Tereska & Mackay Engineering notified the County of a Pennsylvania Department of Environmental Protection GP-11 Permit application being applied by PennDOT District 8-0 for culvert replacement on property located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer & Associates notified the County of a Pennsylvania Department of Environmental Protection General NDPES Permit application being applied by Archie Jones for residential/industrial development on property located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, Curfman & Zullinger notified the County of a Pennsylvania Department of Environmental Protection NDPES renewal Permit application being applied by Susan Naugle for land subdivision project of 9 single –family residential lots on property located in Greene Township. Continued on page 3 In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Assoc., Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES renewal Permit application being applied by Greencastle-Antrim School District for athletic fields on property located in the Borough of Greencastle. James Faust, Nursing Home Administrator, Carol Knisely, QUnique President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation Center Governing Board Report which is attached and made a part of these minutes. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 10:35 a.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 11:18 a.m. No action was required after executive session. The meeting was adjourned at 11:18 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
