HomeMy WebLinkAbout2013-05-02 Commissioner Minutes THURSDAY, MAY 2, 2013 The Franklin County Commissioners met Thursday, May 2, 2013, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller announced that Commissioner Ziobrowski will not be in attendance today. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and asked why Commissioner Keller refused to let him speak last week when he wanted to ask a question of some of the presenters. Chairman Keller responded that he will respond to Mr. Lightfoot after public comment time. Allen Piper, President of Citizens for Responsible Government commented about the treatment given to Mr. Lightfoot and he saw his friend become embarrassed when he raised his hand last week when guests were here from Franklin County Nursing Home. He has served his country and wore the uniform. Mr. Piper explained that we lived in a democratic form of government and when questions are asked its only right and just that those questions get answered. He explained that the commissioners are elected and the tax payers pay their salaries as well as county employee salaries. He said Mr. Lightfoot asked a simple question and he should not be put off till the next meeting. He asks Mr. Keller why he wouldn’t answer his question, he asked it in a civilized manner, he is 81 years old and he fought his butt off in the Korean War. Why won’t he answer his question, can he answer it now? Chairman Keller responded that this is a time for public comment and he did tell Mr. Lightfoot that he would respond to his question after public comment when all comments are done. He said it’s a matter of respect to everyone here and has been the practice of this board. Mr. Piper said when a group of people present themselves in front of this Board; he would insist that when individuals take time to come to this meeting, they are allowed to engage the individuals that they are paying their salaries. He wants it established that they can address anyone working for this County. Mr. Lightfoot said he agrees with Mr. Piper’s comments, they should let us ask questions when someone is here presenting and trying to get our money spent. Chairman Keller said he would respond to Mr. Lightfoot after public comment. He said it’s been the Board’s practice to field questions of presentations given here after the meeting. In spite of what Mr. Piper said, he likes the fact that he works for the people and he takes pride in it. The Board has traditionally had members of the public direct their questions to the Board of Commissioners since they are here to take questions directly from the public, and are assessable when people want them to be assessable. Chairman Keller said they try their best to be responsive to questions in a timely manner and they owe it to the people to provide the best answer that they can give, recognizing that it is a matter of public record. The Board will interact with staff to get the right answer. He said it’s their practice to have questions directed to the Commissioners to insure consistency and accuracy since business is conducted on behalf of the County at these meetings. It’s not their intention to open up presentations to a purely democratic process. The majority of people who elected them are satisfied on how they do business. Continued on page 2 On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of April 23, 2013 and April 25, 2013 meetings. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the proposal from Sheetz to purchase 125 Sheetz Gift Cards in the amount of $150.00 per card for a total of $18,750.00 to be used by volunteer drivers for the Home Delivered Meal program. These volunteers use their own cars on a daily basis to deliver home delivered meals to homebound seniors in Franklin County and receive no compensation. The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the updated contract listing for contracts and addendums for Fiscal Year 2012/2013 for the Children & Youth department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of $249,254.00 to transfer unspent budget from fiscal year 2012/2013 into calendar year 2013 and to increase the corresponding expenses. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Supplemental Appropriation to reflect the shift in funding within the Human Services Block Grant to appropriate funds to the Homeless Assistance program to be used for rental assistance and Drug and Alcohol to be used for specialized prevention program and for treatment services. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Subgrant Award Notice from Pennsylvania Commission on Crime and Delinquency (PCCD) for the Juvenile Accountability Block Grant to be used for Juvenile Probation (2013) Enrichment Programs for a grant amount total of $10,000.00 for the period of April 1, 2013 through March 31, 2014. The Board reviewed Information Services matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the proposal from Info- Tech Research Group to provide research tools to help implement IT projects and policies in a more efficient manner and will also review IT contracts to make sure they are maximized for the County at a cost of $10,335.00 for the period of May 2, 2013 through May 1, 2014. The Board reviewed MH/ID/EI matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the updated 2012-2013 contract listings for Mental Health, Intellectual Disabilities, and Early Intervention. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from Hagerstown Paint/Glass to replace three cracked windows at the nursing home at a cost of $1,324.83. Continued on page 3 The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Proposal from Hagerstown Paint/Glass to replace a door on F-wing at the nursing home at a cost of $653.84. In accordance with PA Act 14 notification, First Energy notified the County of a Pennsylvania Department of Environmental Protection Title V Operating Permit renewal application being applied by Allegheny Energy for Chambersburg Unit 12 and Unit 13 combustion turbines on property located in Guilford Township. In accordance with PA Act 14 notification, Franklin County Conservation District notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit application being applied by West Branch Farms, LLC for property located in Washington Township. The Board met with the Human Resources Director, the Controller, the Court Administrator, Area Agency on Aging Director and Chief Information Officer for Salary Board and Personnel matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Systems Administrator, Network Security Administrator, and Application Support Manager position descriptions. The Board reviewed information regarding Blue Star Mothers Month. Lisa Messett was present and said she has a son serving in the military and Suzanne Mazzei has a son in the United States Coastguard. Ms. Messett said they meet once a month and asked everyone to keep their loved ones and their families in their prayers. Commissioner Thomas said he knows about the sacrifice of their sons and daughters and they are recognized by many communities but often forgotten is their mothers who are left behind. Chairman Keller thanked them for their service and their sons and daughters service. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2013-07 proclaiming the month of May as Blue Star Mothers month and that the attached proclamation be made a part of these minutes. The Board reviewed information regarding Corrections Employee Week. Warden Dan Keen, Lieutenant Douglas Burget and Correctional Officer James Rich were present to receive the proclamation. Warden Keen gave the history of Corrections Employee Week and how it’s to honor staff that has stressful jobs day to day. Commissioner Thomas said they do a good job and we do have a good team. He respects the job they are doing and hopes they appreciate where it is coming from. Chairman Keller said there are always openings for Correctional Officers because it’s not a job for everyone and the proclamation explains some of the reasons why. He said everyone at the jail gets the job done and he appreciates all that they do. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to sign Franklin County Proclamation #2013-08 proclaiming the week of May 5-11, 2013 as Corrections Employee Week and that the attached proclamation be made a part of these minutes. Robert L.Thomas , l'• 'Yid Robert G.Ziobrowski Proclamation #2013- 08 Corrections Employee Week May 5-11, 2013 WHEREAS, today Franklin County faces new and difficult challenges in corrections such as increasing numbers of violent inmates, increasing numbers of inmates with severe mental illness problems, and heightened budget constraints;and WHEREAS, the secure and safe operation and management of our facilities on a daily basis rests in the hands of our trained, skilled and dedicated corrections professionals. They are administrators, corrections officers, counselors, treatment specialists, educators, clerical support staff, business administrators, clergy, medical professionals, and food service specialists, upon whose skills, efficiency and professionalism the functions of the Franklin County Jail depends;and WHEREAS, these dedicated professionals are constantly improving efficiency and effectiveness by implementing initiatives like Central Booking, Mental Health Diversion, Video Conferencing, Court at the Jail, and Staffing Analysis. THEREFORE, We the Franklin County Commissioners do hereby proclaim May 5-11, 2013, as CORRECTIONS EMPLOYEE WEEK in Franklin County.
