The Franklin County Commissioners met Thursday, May 16, 2013, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance proceeded with the business of the day.
Commissioner Thomas said that Commissioner Keller will not be present for the
meeting today.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Michelle Jansen provided public comment about a national story concerning the
IRS looking at groups that may be involved with tea party or patriot groups. She is a
coordinator with the 9/12 Patriot Group and she wanted to make the Board aware that
they have constituents that have been affected by this. She knew what was happening
with other 9/12 groups and the hassle they had to go through with the IRS. Her group
made a conscientious decision not to do it because of what they would have to go
through.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of May 7, 2013 and May 9, 2013 meetings.
The Board reviewed Aging matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the revised contract listing of all
contracts for Fiscal Year 2012/2013 for the Department of Aging. Contract listing is
maintained for proper accounting of all contacts to include vendor name, type(s) of
service provided and rate(s) charged for services.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the contract
between the County of Franklin and EMS Innovations, Inc. for the purchase of an
inflatable decontamination shelter and needed accessories, which would be utilized in an
emergency where individuals have come in contact with hazardous materials. This
shelter has the capability of servicing 104 individuals per hour. This would be a onetime
purchase at a cost of $9,465.00, which will be covered by a grant from the Hazardous
Materials Response Fund (HMRF).
The Board reviewed additional Emergency Services matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the
contract between the County of Franklin and M &D Technical Services, LLC. to provide
maintenance for the Eventide VR778 recorder and the VOIP Gateway, including all parts
and labor for service during normal business hours at a cost of $5,130.00 for the period
of May 15, 2013 through November 14, 2013, with 65% of costs being covered by
wireless funding. Three quotes were requested and two quotes were received. This
was the lowest qualified quote.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the revised
Introductory Period Policy, #207.01 for the purpose of new and all current employees
transferred, promoted, or demoted, are carefully monitored and evaluated for an initial
introductory period.

The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Tyler /Munis to have a representative perform an on -site training session for the building
of premium tables, which is required to implement the "open enrollment" program. The
cost of service will be $1,175.00 plus travel expenses and scheduled for June 2013.
The Board reviewed additional Human Resources matters . On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Tyler /Munis for an on -site assessment for the implementation of the employee self -
service "open enrollment" program and the "on -line recruitment" program. The cost of
this service, which occurred April 5, 2013, is $2,763.00 which includes $1,000.00 for
travel.
The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Tyler /Munis for the implementation of the employee self- service "open enrollment"
program and the "on -line recruitment" program. The cost of service will be $6,463.00
plus travel expenses. Preliminary time line for implementation is June or July, final
scheduling will be determined when the signed contract is presented to Tyler
Technologies.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the contract between the County
of Franklin and Keysi World, LLC. to provide tactical personal defense training. This
training consists of 3 levels, one level per year. The contract will offer 14 officers,
Warden and one guest an eight hour training seminar held on May 21, 2013 at a cost of
$1,800.00.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the contract renewal between Franklin County and NRG Building Services, Inc.
to provide maintenance of the Schneider Electric DDC Control system, which controls
the HVAC equipment, ensuring efficient operation. This contract provides scheduled
maintenance, service only. This agreement will begin on July 1, 2013 through June 30,
2014 at a cost of $7,990.00 which will be invoiced quarterly in the amount of $1,997.50.
The Board reviewed MH /ID /EI matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the updated Intellectual Disabilities Services Income and Expense report for FY
2011/2012.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the revised contract (dated 12/6/12) between the County of
Franklin and Cleveland Bros. Equipment to provide preventive maintenance and
inspection of County -owned generators and associated equipment located at the
Courthouse Annex, Falling Spring Nursing & Rehab Center, Department of Emergency
Services, and Clark's Knob to correct listing of equipment required for preventative
service maintenance for the period of January 1, 2013 through December 31, 2013 at a
cost of $5,528.00.

The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Contract between the County of Franklin and Baer's Sign
Service for the repair of a flag pole rope and pulley assembly at the Nursing Home, at a
one -time cost of $176.00.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Ronald B. Martin for residential
development of Walnut Acres located in Washington Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2013 expense
and revenue budget performance through March. Ms. Beckner advised most
departments are under budget except for seven areas where most variances relate to a
one -time expense or debt service. She said revenue is consistent when compared to
the overall budget at 9% collected of general fund revenue. Property tax collected is at
12.7% of billings but normal average collection since 2006 is at 13.2 %.
The Board reviewed information regarding Older American's Month. Traci Kline,
Area Agency on Aging Director was present and was asked by Commissioner Thomas
to describe some of their services. Ms. Kline said the agency has 32 staff members with
most of them being case managers. They have eight senior centers with 11 staff and
most programs are for older adults 60 and over. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved to sign Franklin County
Proclamation #2013 -11 proclaiming the month of May as Older American's Month and
that the attached proclamation be made a part of these minutes.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:12 a.m. this date for the
purpose to review personnel matters. The Board reconvened into regular session at
11:25 a.m. No action was required after executive session.
The meeting was adjourned at 11:26 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Proclamation #2013 —11
Whereas, the older adults in Franklin County, Pennsylvania are among of our most "treasured
resources," united by historical experiences, strengthened by diversity, and interpreting events
through varied perspectives and backgrounds to bring wisdom and insight to our community; and
Whereas, increasing numbers of adults are reaching retirement age and remaining strong and
active for longer than ever before; and
Whereas, our community can provide that recognition and respect by improving the quality of
life for older Americans by:
Increasing their opportunities to remain active and engaged in community life;
Providing individualized services and support systems to maintain the dignity,
independence, and self - determination of older Americans as they age;
Combating ageist attitudes by honoring their past, present, and future contributions;
Now Therefore, the Board of Franklin County Commissioners, do hereby proclaim May 2013 to
be Older Americans Month. We urge every citizen to take time this month to honor our older
adults and the professionals, family members, and volunteers who care for many of them. Our
recognition and involvement of older Americans can enrich our entire community's quality of
life.
