HomeMy WebLinkAbout2013-10-22 Commissioner Minutes TUESDAY, OCTOBER 22, 2013 The Franklin County Commissioners met Tuesday, October 22, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked to include Chairman's time to answer a few questions from public comment last week and the need to affirm a check run that the Chairman authorized yesterday for a Children &Youth appeal. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Chairman Keller wanted to answer Mr. Lightfoot's question of when the Nursing home was desegregated. There are no records of when that occurred but the staff did research this. Ms. Wertz asked how many offenders use the suboxone program at the Day Reporting Center and total costs of the medication for the past year. Chairman Keller said in 2012 there were 27 people who participated and they take it twice a day, seven days a week and total allocation was $8,376.10. The program pays for one dose and the person pays for the other dose. Ken Jones provided public comment concerning Mr. Singer's budget request last week for upgrades to the Judge's chamber kitchens, Mr. Jones thought all kitchens got upgraded when someone attempted to burn one down last year. Mr. Jones also mentioned the radios for Adult Probation that should be a priority when the officers are in poor tower reception areas but when in other areas they can use their cell phones instead. Kim Wertz provided public comment and wanted to address the radio situation. She said she used to run with a fire company and those radios are needed. A cell phone only calls one person whereas a radio if key it up goes to several people and the first responders will respond to it. The minutes of October 15, 2013 and October 17, 2013 meetings were reviewed. These will be approved Thursday, October 24, 2013. The Board reviewed Agreements, Contracts and Reports. The following item was approved today and the remainder items will be approved Thursday, October 24, 2013. The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Notice to Proceed to Keystruct Construction, Inc. for the 2013 Bridge Maintenance Program contract at a cost of$191,348.00 that was awarded by the Commissioners on September 24, 2013. Chairman Keller said yesterday he was informed that Children & Youth was filing an appeal and time was of the essence due to the appeal needed filed yesterday so he authorized the filing. The Board needs to affirm the action today. The invoice is for $385.00 for the Children and Youth appeal. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved this special check run. Continued on page 2 On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to appoint Robert L. Thomas as the Commissioner Representative to the Franklin County Conservation District Board of Directors for a term through December 31, 2013. Commissioner Thomas abstained from voting.
