HomeMy WebLinkAbout2013-12-03 Commissioner Minutes TUESDAY, DECEMBER 3, 2013 The Franklin County Commissioners met Tuesday, December 3, 2013, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and asked if Bridge 116 in Fannettsburg is to be torn down or rehabilitated? Chairman Keller responded that the bridge is being rehabilitated. The minutes of November 26, 2013 meetings were reviewed. These will be approved Thursday, December 5, 2013. The Board reviewed Agreements, Contracts and Reports. The following item was approved today and the remainder items will be approved Thursday, December 5, 2013. The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the pass through agreement between the County of Franklin and Women in Need allowing the County to act as the liaison, between the Pennsylvania Commission on Crime and Delinquency (PCCD) and Women in Need, in applying for the PCCD STOP Grant for the period of January 1, 2014 through December 31, 2014. Mary Beth Shank, County Solicitor, met with the board seeking Commissioner's approval of a special provider agreement with the Commonwealth of PA, Department of Public Welfare, Office of Long Term Living, Bureau of Provider Support. Ms. Shank explained the purpose is so the buyer of the nursing home, Mid-Atlantic can process an application to become a medical assistance program provider prior to the County meeting code requirements and Department of Public Welfare is granting an exception. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Special Provider Agreement with the Commonwealth of PA, Department of Public Welfare, Office of Long Term Living, Bureau of Provider Support.
