Welcome and Introductions Members/Staff/Guests Present: Commissioner Irvin Dasher Christy Russell Manny Diaz Jennifer Lipko Tammy Bair Missy Reisinger Rick Wynn Katherine Beidel Jean Snyder Stan Barrett Dan Miller II. Administration (Fiscal), Treatment and Prevention/Coalition Update Administration 1. Review and Approval of minutes. a. All were in favor to accept the March meeting minutes. 2. Block Grant a. Rick th will be holding their Block Grant meeting on May 15 at 10 AM. Franklin nd County will hold its meeting on May 22 at 1 PM. The joinder agreement between Franklin and Fulton County has expired and it must be updated for the Block Grant guidelines. Both counties commissioners will be discussing this matter. We are the only joinder counties in the Block Grant. Drug and Alcohol Program has been doing well with providing services to the community and Jean has given money from the Block Grant of Fulton to the Drug and Alcohol Program to continue providing treatment services. We need to do future planning on services and money. Moving ACT 152 money was not received well by the state, we received $56,000 additional from Franklin county BG and $14,000 from Fulton County BG; requested amounts were based on demand of services. Jean stated that she would like to see Fulton BG money spent on eliminating waiting for clients. Continued discussion and planning will continue with both counties. 3. Suggestions for chair board members a. Rick has reached out to Tammy Bair about becoming the chair board member. Tammy will respond to Rick in a timely manner. Suggestions for an education board member; commitment of this board member is hard because the meetings are held during school hours. Suggestions to look for a board member with Waynesboro School Districts. 4. Joinder Agreement a. Revisions to the joinder agreement are being made. Typically in the past joinder agreements mean the larger of the two counties acted on behalf of the smaller county. Collaboration of both counties equally will be established. Jean is working on her end to revise the agreement. 5. 13/14 Budget a. changes in the state we are unsure of what lies ahead. Christy stated that DDAP funds will be reduced next fiscal year. Treatment 1. Statistics a. Katherine reviewed a statistic presentation with the board. Provider monitoring is required by the state, we did treatment and prevention monitoring. Roxbury Inpatient & Outpatient, Fulton County Center for Families, and Healthy Communities Partnership were all completed. We also did a quality monitoring with C&S Reed Consulting. C&S Reed . We found extensive findings; however, we are hopeful that we can get things corrected and functioning correctly in Fulton County. In 60 days we go back out to check to make sure that they have implemented their corrective action plan. Fulton County Probation depends highly on her business for assessments and outpatient counseling. Susanne is also employed by White Deer Run as a mobile assessor. She currently is not MA licensed, but she does accept county funded and self-pay clients. She also runs DAPP groups (Relapse Prevention) two days a week in Franklin County. Right now we see a need for a D&A proved that accepts commercial and medical assistance for outpatient, assessments, IOP and Suboxone services. Prevention 1. Community Coalition Update a. Manny Diaz is the chairman for the Coalition and Ted Reed is the Co-Chair. McConnellsburg, Waynesboro and Chambersburg all have Kick Off Events for summer starting in June for the parents and children of the local communities. b. PAYS 2013, there has been a request for provider from PCCD. A committee is talking with parents, school boards members, and the community about Passive and Active consents in the schools for PAYS. *Fiscal 1. Reviewed the 2013-2014 numbers and comparison of 2012-2013 monies and the numbers. Jen will email the board members the fiscal review. III.
