HomeMy WebLinkAbout2014-01-02 Commissioner Minutes THURSDAY, JANUARY 2, 2014 The Franklin County Commissioners met Thursday, January 2, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and said the Board has not gotten back to him on the township agreement contract he questioned. Chairman Keller responded that the board will respond to Mr. Lightfoot's question soon. Allen Piper provided public comment and asked the following questions: How is the consulting firm doing on the study related to increase in crime and the prison study? What is the old county prison being used for? Is that entire complex being utilized by the County or someone else? He said a few years ago the county discussed using land on Franklin Farm Lane to further the county's infrastructure? Is this still true after netting $8M from sale of the nursing home. Mr. Piper also heard from Public Opinion that the county is drawing from the county's reserve fund while not raising taxes this year, why are they drawing money from the County's reserve fund? On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 26, 2013 meeting. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Ed's Carpet Cleaning and Floor Care to provide monthly floor maintenance of all the floors in the Day Reporting Center to include washing, waxing and buffing floors at a cost of$2,610.00 for the period of January 1, 2014 through December 31, 2014. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2013 Budget adjustment in the amount of$50,000.00 to increase the amount to Sidwell for the GIS program. Increase is due to additional parcels. Source of funds is Solid Waste reserves. The meeting was adjourned at 9:41 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS
