HomeMy WebLinkAbout2014-01-09 Commissioner Minutes THURSDAY, JANUARY 9, 2014 The Franklin County Commissioners met Thursday, January 9, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance proceeded with the business of the day. Chairman Keller asked approval of agenda with the addition of solicitor's time to settle a tax assessment appeal and a request to have an executive session to discuss a personnel matter. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of December 31, 2013 and January 2, 2014 meetings. The Board reviewed Grants Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$30,415.00 for additional budget to cover Justice Management Institute (JMI) contract, work budgeted for 2014 was completed in 2013. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Revised Allocation Letter from PA Department of Public Welfare for the Medical Assistance Transportation Program (MATP) for Fiscal year 2012-2013. DPW decreased the contract amount by $56,709.00 for a total allocation amount of $638,194.00. Solicitor Mary Beth Shank asked for an executive session to discuss Meyers vs. Franklin County Board of Assessment and Revision of Taxes, Docket#2012-4651. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:45 a.m. this date for the purpose to review a Tax Assessment Appeal and Personnel matters. The Board reconvened into regular session at 10:11 a.m. Action will be required on the assessment appeal after the executive session. Mary Beth Shank, Solicitor asked approval to settle an Assessment Appeal with Dean and Doris Meyers Docket#2012-4651. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to authorize Mary Beth Shank to enter into an agreement with Dean and Doris Meyers and the Board of Assessment. The County will refund Dean and Doris Meyers in the amount of$401.00. The meeting was adjourned at 10:13 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
