The Franklin County Commissioners met Tuesday, March 4, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance proceeded with the business of the day.
Chairman Keller asked to include Chairman's time prior to public comment. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to adopt the amended agenda.
Kim Wertz provided public comment and asked about board action items#7 & 8,
radios for the Jail and if they are brand new and if there are technology upgrades so they
can communicate better within the Jail and the 911 center. Ms. Wertz also asked about
board action #5, Emergency Services grant and if the responders attending the class are
asked to put any funds to help pay for the training.
The minutes of February 25, 2014 and February 27, 2014 meetings were
reviewed. These will be approved Thursday, March 6, 2014.
The Board reviewed Agreements, Contracts and Reports. Phil Tarquino,
Planning Director was present to explain board action item #13, geographic Data Base
Management Systems, Inc. for the design of a uniform Parcel Identification (UPI)
program. Chairman Keller asked John Hart, County Administrator to explain board
action item #5, PEMA Grant for Emergency Services Training and items# 7 and 8,
radios for the Jail, to answer Ms. Wertz's questions during public comment. Mr. Hart
explained the responders do not pay towards the training, the grant provides the funds.
Mr. Hart explained the radios are for communicating inside the jail only but they do have
other means of communicating with 911. Commissioner Thomas asked Mr. Tarquino if
the board action item #15 scanner for Register& Recorder's office is related to the UPI
project. Mr. Tarquino responded that the Register& Recorder currently has to send
documents out to be scanned. This scanner would give her the ability to scan in house
and send documents to Tax Assessment for the UPI project. The following items were
approved today and the remainder items will be approved Thursday, March 6, 2013.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the revised Use of
Digital Cameras in the County Courthouse Policy#106.00 to provide a clear
understanding of who can use digital cameras for genealogical research in the Franklin
County Courthouse and what documents can be photographed.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the grant agreement
between the County of Franklin and Pennsylvania Emergency Management Agency to
provide grant funds for Emergency Services personnel to attend needed conferences
for certifications and training for county emergency responders related to responding to
hazardous materials incidents for a grant amount of$10,002.00, for the period of
September 30, 2013 through September 30, 2014, with the Emergency Services
Department providing $2,500 for a total of$12,502.00

The Board reviewed information regarding Intellectual Disabilities Awareness
Month. Lori Young, MH/ID/EI Program Specialist was present and explained this year's
proclamation is titled "Disability at Work" and they are trying to promote this throughout
the County by holding different events. On a motion by Robert G. Ziobrowski; seconded
by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation
#2014-02 proclaiming the month of March as Intellectual Disabilities Awareness Month
and that the attached proclamation be made a part of these minutes.
The meeting was adjourned at 9:58 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

PROCLAMATION #2014 - 02
March is Intellectual Disabilities Awareness Month
Whereas: Individuals with developmental disabilities, their families, friends, neighbors
and co-workers encourage everyone to focus on the abilities of all people;
Whereas: the most effective way to increase this awareness is through everyone's
active participation in community activities and the openness to learn and acknowledge
each individual's contribution;
Whereas: opportunities for citizens with developmental disabilities to function as
independently and productively as possible must be fostered in our community;
Whereas: we encourage all citizens to support opportunities for individuals with
developmental disabilities in our community that include full access to education,
housing, employment, and recreational activities;
Now, therefore, We, The Franklin County Commissioners, do hereby proclaim March,
2014 as Intellectual Disabilities Awareness Month and recognize that our communities
are stronger when everyone participates. Take time to get to know someone with a
disability, recognize ability at work and see what he or she has to offer.
