HomeMy WebLinkAbout2014-03-25 Commissioner Minutes TUESDAY, MARCH 25, 2014 The Franklin County Commissioners met Tuesday, March 25, 2014, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller announced that Commissioner Thomas is representing the Board at a CCAP event this afternoon so he would not be attending today's meeting. He asked everyone in attendance to remember Ken Jones who was a regular attendee of Commissioners' meetings who passed away last Thursday. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. Kim Wertz provided public comment and asked about board action item #2, purchase of eight ballistic vests and if these are for new hires or current deputies. Ms. Wertz also asked about board action item #5, purchase of batteries and if they are for portable units. The minutes of March 18, 2014 and March 20, 2014 meetings were reviewed. These will be approved Thursday, March 27, 2014. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked John Hart, County Administrator, for more information on board action item #3, BIGWireless and if the amount is less this year due to fiber optic being run to County buildings. Commissioner Ziobrowski asked for more information on item #2, purchase of eight vests and item #5, batteries for Emergency Services to answer Ms. Wertz questions. Mr. Hart said the vests will be used by existing security personnel, and that an answer to the wireless network question will be provided on Thursday. The items will be approved Thursday, March 27, 2014. The Board reviewed appointments to the Radio System Advisory Committee. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint David Donohue, Emergency Services Director; Bryan Stevenson, Communications Center Coordinator and Meghan O'Brien, Assistant Director. Mary Beth Shank, County Solicitor, presented a resolution pertaining to the Franklin County Industrial Development Authority (FCIDA) funding. This resolution is updating a previous resolution that had a previous Commissioner listed. This approval is authorizing Chairman Keller to approve the issuance of bond(s) to finance industrial and development projects within the County. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved Resolution #2014-07, which is attached and made a part of these minutes. The meeting was adjourned at 2:16 p.m. with a motion by Robert G. Ziobrowski; seconded by David S. Keller. FRANKLIN COUNTY COMMISSIONERS County of Franklin Resolution No. 2014-7 A RESOLUTION OF THE COUNTY OF FRANKLIN, COMMONWEALTH OF PENNSYLVANIA, TO DESIGNATE COMMISSIONER DAVID S. KELLER AS THE FRANKLIN COUNTY COMMISSIONER TO APPROVE THE ISSUANCE OF BOND(S) TO FINANCE INDUSTRIAL AND DEVELOPMENT PROJECTS WITHIN THE COUNTY OF FRANKLIN. WHEREAS, in order to facilitate the work of the Franklin County Industrial Development Authority in its efforts to enhance employment opportunities in the County of Franklin and in the Commonwealth, and to the end of fulfilling responsibilities assigned to it under the Economic Development Financing Law, Act of August 23, 1967. P.L. 251, as amended, as well as under the Internal Revenue Code of 1986, as amended, NOW, THEREFORE, BE IT RESOLVED AND ENACTED by the Board of Commissioners of the County of Franklin and Commonwealth of Pennsylvania that County Commissioner David S. Keller is hereby designated as the County Commissioner to approve the issuance of bond(s) to finance the cost of industrial and commercial development projects within the County of Franklin and to approve the construction of industrial and commercial development projects within the County of Franklin, such designation to remain in effect until terminated by action of the County Commissioners or until he is no longer a County Commissioner.
