HomeMy WebLinkAbout2014-03-27 Commissioner Minutes THURSDAY, MARCH 27, 2014 The Franklin County Commissioners met Thursday, March 27, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Jay Lightfoot provided public comment that he was disappointed that the Commissioners did not call Mrs. Jones about her husband dying. They all knew Ken well since he was at the board meetings often. Mr. Lightfoot would also like the Commissioners to go through each item on the board action list. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of March 18, 2014 and March 20, 2014 meetings. Commissioner Thomas asked when the County will be installing fiber optic cabling to replace the existing wireless network between county offices. Mr. Hart responded that he is anticipating fiber will be installed at all county buildings by the latter part of this year. Mr. Hart added that the maintenance contract for the wireless network which is on the list of board actions today is a lower dollar figure than last year because fiber optic cabling replaced the wireless connection between the Courthouse Annex and the Administration Annex. The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amendment No. 3 to the Contract dated April 1, 2006 between the County of Franklin and BI Incorporated to extend the contract from April 1, 2014 through March 31, 2017 and at a cost according to the pricing table listed on the Amendment which includes a 1.5% increase per year. All other terms and conditions of the original contract will remain in full force and effect. The Board reviewed Grants Matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the purchase agreement between the County of Franklin and Officer Store for the purchase of eight ballistic vests and carriers for the security guards at the guard stations throughout County buildings for a one-time cost of$5,464.00, with 25% being paid through the Franklin County Security Technology Grant (year 3). Company is on State contract. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal annual maintenance Agreement between the County of Franklin and BIGWireless, LLC to provide annual maintenance of all the wireless network system which involves visits to each location and an inspection of the wireless installation at each site at a cost of $27,148.80 for the period of April 1, 2014 through March 31, 2015. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2014-06 to request an extension to the PA Department of Community and Economic Development for the Quincy Township Furnace Road Water Line Project which is a multi-year Community Development Block Grant (CDBG) project. Continued on page 2 The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Emerson Network Power for the purchase of 40 12V-UPS batteries for the Department of Emergency Services for a one-time cost of$7,489.00, with installation being done in- house. Three quotes were received and this was the lowest qualified quote. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Five Thousand Forms for printing cards and green card certified mail services for approximately 3,500 return and claim mailers at a cost of$33 each for an approximate cost of$1,500 for printing and $22,500 for certified mail fees. Service is mandated by statute prior to posting for taxes. Three quotes were received and this was the lowest qualified quote. In accordance with PA Act14, 67, 68 and 127 notifications, Letterkenny Army Depot notified the County of a Pennsylvania Department of Environmental Protection General permit being applied for a paint stripping tank in Building 370, located in Chambersburg. The Board reviewed Election matters and conducted a bid opening for Printing, Furnishing and Delivery of Ballots for the General Primary Election. The following bidder submitted a bid: Beidel Printing House, Inc. from Shippensburg, PA for a total bid of $19,185.75 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to Beidel Printing House, Inc. for a total bid of $19,185.71. This was the only bid received. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:49 a.m. this date for the purpose to review personnel matters. The Board reconvened into regular session at 10:26 a.m. No action was required after executive session. The meeting was adjourned at10:26 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
