HomeMy WebLinkAbout2014-04-01 Commissioner Minutes TUESDAY, APRIL 1, 2014 The Franklin County Commissioners met Tuesday, April 1, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and said she would like more explanation of board action 46 with TMCA. The minutes of March 25, 2014 and March 27, 2014 meetings were reviewed. These will be approved Thursday, April 3, 2014. The Board reviewed Agreements, Contracts and Reports. Chairman Keller explained item #6, renewal of agreement with TMCA to answer Ms. Wertz question. TMCA administers mental health and drug & alcohol services paid for by Medicaid in Franklin and Fulton Counties, and TMCA contracts with Franklin County to provide staffing for TMCA. The agreement (item #6) is the renewal of the annual staffing contract. The items will be approved Thursday, April 3, 2014. Jim Smith, Forrester from Buchanan State Forest, was present to ask the Board of Commissioners to consider the Pennsylvania Department of Conservation and Natural Resources' request for a letter of support for land acquisition. Mr. Smith stated this request is to purchase 107 acres of land located between State Game Land 124 and Buchanan State Forest in Peters Township, Franklin County. He explained they are not asking for county funds but would use Growing Greener II program funds for this purchase. The Tuscarora Trail, a national trail that crosses four states, transverses this property and is in danger of being blocked if the current landowner sells it to another individual, which would result in a re-route onto less desirable areas. Phil Tarquino, Planning Director, was present and is in support of this request. He stated it is consistent with the County's Comprehensive Plan and Greenway and Open Space Plan. He said it is important to preserve the ridge. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to issue a letter of support to Mr. Smith. The Board reviewed appointments to the Franklin County Industrial Development Authority. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to reappoint Mary-Anne Gordon, Francis Traver, Joel Fridgen, and William Shank for a three (3)year term to expire on April 4, 2017. These positions were advertised in the Public Opinion on March 9, 2014. Four positions were available and no other applicants applied. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:50 a.m. this date for the purpose to review personnel matters. The Board reconvened into regular session at 10:22 a.m. No action was required after executive session. The meeting was adjourned at 10:23 a.m. with a motion by Robert G.
