The Franklin County Commissioners met Thursday, April 10, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the amended agenda.
Richard Jones provided public comment and read a statement concerning the
Common Core Education System that he is not in favor of.
Jay Lightfoot provided public comment and asked when he could get a copy of
last Thursday's meeting minutes. Chairman Keller responded that Mr. Lightfoot can get
a copy once the Board approves them today. Mr. Lightfoot would like to know if the
Board is going to address each item on the board action list like they did last week and
Chairman Keller responded that the Board has addressed this question in the past. He
would also like to know why the extermination contract at the Jail was not bid like before.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the April 1, 2014 and April 3, 2014 meetings.
Commissioner Ziobrowski requested on Tuesday to have the Human Resources
Director present to further explain the Capital Blue Cross Agreement. Tiffany Bloyer,
Human Resources Director, was present and explained that the board approved the
renewal contract with Blue Cross in December 2013. The requested action today is to
execute documents related to the coverage. The essential terms of the contract have
not changed since December..
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to Pennsylvania Commission on Crime and Delinquency (PCCD) requesting
a grant in the amount of$293,849.00 from the PCCD's Drug and Alcohol Restrictive
Intermediate Punishment Program (RIP) Funds with a County match of$19,000.00 to
provide drug and alcohol treatment services, including intensive case management as
well as in-patient treatment to sentenced offenders. This grant would be for the period of
July 1, 2014 through June 30, 2015.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the contract between the County of Franklin and Capital Blue
Cross to administer Medical, Rx, and Vision Coverage for Employees, Retirees and
Cobra participants for the year of 2014.

The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Service Agreement between the County of Franklin and Alpha
Bio/Med Services for the pick-up, transport and disposal of medical waste boxes. Term
is for one year at a cost of$50.00 per pick-up, paid by the Worker's Compensation
Trust.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Service Agreement between the County of
Franklin and Autoclear for preventative maintenance on the County's three x-ray
scanners for a one-time cost of$1,500.00, paid for by the Worker's Compensation Trust.
Chairman Keller informed everyone in attendance that Robert Harris, Director of
Veterans Affairs, announced his retirement. Mr. Harris was present and read a
statement about his growing up years and military history. He has good memories of
times spent with each veteran he has helped. He is truly grateful and thanked the
current and past Boards of Commissioners that he has worked for. The Board of
Commissioners personally thanked Mr. Harris for his years of service. They are
appreciative of all the work he has done on behalf of Franklin County veterans and
stated he will be missed. Richard Wynn, Human Services Administrator, and John Hart,
County Administrator, also thanked Mr. Harris for his service. Mr. Harris' last day of
employment will be April 30, 2014.
The Board reviewed information regarding proclaiming the week of April 6 to April
12, 2014 as National Crime Victims' Rights Week. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County
Proclamation #2014-04 and that the attached proclamation be made a part of these
minutes.
The Board reviewed information regarding proclaiming the week of April 13 to 19,
2014 as National Public Safety Telecommunications Week. David Donohue,
Department of Emergency Services Director, and staff were present to receive the
proclamation. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2014-05 and that the
attached proclamation be made a part of these minutes.
The Board recessed and will reconvene at 6:30 p.m. for 2014 Bond Refinancing.

John Frey from Public Financial Management (PFM) met with the Board
regarding the re-financing $8,875,000 of the 2004 bond issue. Mr. Frey reminded the
Board that the first piece of the 2004 bond was auctioned last fall and interest rates
continue to remain low. Mr. Frey informed the Board that today from 11:00-11:15 bids
were received through internet auction by eight different bidders that submitted 24
different bids. Janney Montgomery Scott was the low bidder and no one was able to
beat their bid. Net savings will be $1,280,852.02 over the life of this bond issue. Mr.
Frey reported that the remainder of the 2004 bond in the amount of$9,625,000 will be
sold on May 29tH

Mary Beth Shank, County Solicitor, explained the ordinance that was advertised
on April 7, 2014 in the Public Opinion newspaper. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved Ordinance #2014-01 authorizing
the incurrence of nonelectoral debt of the County by the issuance of$8,875,000
aggregate principal amount of general obligation bonds, Series of 2014.
Commissioner Ziobrowski left the meeting room at 6:40 p.m. to attend Women In
Need's vigil in honor of victims of crime and to present a proclamation on behalf of the
board.
The meeting was adjourned at 6:45 p.m. with a motion by Robert L. Thomas;
seconded by David S. Keller .

NATIONAL CRIME VICTIMS' RIGHTS WEEK,APRIL 6-12,2014
PROCLAMATION#2014-04
Whereas, Americans are victims of more than 22 million crimes each year, and these crimes also affect
family members,friends, neighbors, and co-workers;
Whereas, crime can leave a lasting physical, emotional, or financial impact on people of all ages and
abilities, and of all economic, racial, and social backgrounds;
Whereas, in addition to these challenges, crime victims face criminal, military, and juvenile justice systems
that, at times, ignore their rights and treat them with disrespect;
Whereas, in 1984,the Crime Victims Fund was established by the Victims of Crime Act(VOCA)to provide
a permanent source of support for crime victim services and compensation through fines and
penalties paid by convicted federal offenders;
Whereas, the Crime Victims Fund today supports thousands of victim assistance programs who provide
help and support to child victims of violence and sexual abuse; stalking victims;survivors of
homicide victims;victims of drunk-driving crashes; and victims of domestic, dating, and sexual
violence and other crimes;
Whereas, by ensuring that federal offender criminal fines and penalties are deposited into the Crime
Victims Fund, Congress affirmed that those who commit crimes should be held accountable for
the impact of their actions;
Whereas, the Crime Victims Fund provides victim assistance to more than 3.5 million crime victims
annually and also provides compensation funds to thousands of crime victims each year for
reimbursement of expenses related to their victimization;
Whereas, the victim assistance community faces new challenges to reach and serve all victims, including
victims of newly recognized crimes,such as domestic minor sex trafficking and cybercrime, and
victims who have not always trusted the criminal justice system, including immigrant victims,
urban youth, and victims who are lesbian, gay, bisexual, or transgender;
Whereas, now is the time to embrace a new emphasis on learning what works in reaching underserved
victims and meeting victims'needs;
Whereas, National Crime Victims' Rights Week,April 6-12, 2014, provides an opportunity to celebrate the
energy, creativity, and commitment that launched the victims'rights movement, inspired its
progress, and continues to advance the cause of justice for crime victims;
Whereas, Franklin County is joining forces with victim service providers, criminal justice agencies, and
concerned citizens throughout Franklin County and America to raise awareness of victims'
rights and observe National Crime Victims' Rights Week;
Now,therefore,we, as The Franklin County Board of Commissioners, do hereby proclaim the
week of April 6-12, 2014, as:
National Crime Victims' Rights Week
and reaffirm this County's commitment to respect and enforce victims' rights and address
victims' needs during National Crime Victims'Rights Week and throughout the year;and
express our appreciation for those victims and crime survivors who have turned personal
tragedy into a motivating force to improve our response to victims of crime and build a more just
community.
In Witness Whereof,We have hereunto set our hand and have caused the seal of Franklin County to be fixed

National Public Safety Telecommunications Week
April 13-19,2014
Whereas emergencies can occur at anytime that require police,fire or emergency medical services;
And Whereas when an emergency occurs the prompt response of police officers, firefighters and
paramedics is critical to the protection of life and preservation of property;
And Whereas the safety of our police officers and firefighters is dependant upon the quality and accuracy
of information obtained from citizens who telephone the Franklin County Department of Emergency
Services communications center;
And Whereas Public Safety Telecommunicators are the first and most critical contact our citizens have
with emergency services;
And Whereas Public Safety Telecommunicators are the single vital link for our police officers and
firefighters by monitoring their activities by radio, providing them information and insuring their safety;
And Whereas Public Safety Telecommunicators of the Franklin County Department of Emergency
Services have contributed substantially to the apprehension of criminals, suppression of fires and
treatment of patients;
And Whereas each dispatcher has exhibited compassion, understanding and professionalism during the
performance of their job in the past year;
Therefore Be It Resolved that the Board of Commissioners of Franklin County Pennsylvania declares the
week of April 13 through 19, 2014 to be National Public Safety Telecommunications Week in Franklin
County, in honor of the men and women whose diligence and professionalism keep our county and
citizens safe.
