HomeMy WebLinkAbout2014-06-10 Commissioner Minutes TUESDAY, JUNE 10, 2014 The Franklin County Commissioners met Tuesday, June 10, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller announced that the Controller is asking the Board to approve the minutes of Thursday, June 5, 2014 so that she can get an approved copy of the minutes to show that the Board authorized the transfer of the title of a van the County is transferring to OSI, Inc. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Allen Piper provided public comment and asked when the results of the prison study will be available. Mr. Piper also asked what role the Commissioners play relating to undocumented workers or illegal immigrants in the county and in the last five years what has it cost the County. Chairman Keller responded that the Board will follow up on Mr. Piper's questions in a timely fashion. The minutes of the June 3, 2014 and June 5, 2014 meetings were reviewed. The Board decided to approve both days of minutes today instead of Thursday. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the minutes of the June 3, 2014 and June 5, 2014 meetings. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked John Hart, County Administrator, for more information on board action item #1, amendment to the lease with Rescue Hose Fire Company. Mr. Hart responded that the property owner and the County have agreed to delay the rent increase scheduled for 2015. This amendment will delay the increase for another five years so the rent will remain the same for ten years. With this amendment the lease will extend for another five years. The items will be approved Thursday, June 12, 2014. The Board recessed at 9:55 a.m. and will reconvene at 11:00 a.m. for an executive session. Mr. Hart explained the reason for the delay is due to an individual attending the executive session was not available until 11:00 a.m. The Board reconvened at 11:07 a.m. for an executive session. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 11:07 a.m. this date for the purpose to review Personnel matters. No action will be required after the executive session. The Board reconvened into regular session at 12:17 p.m. Mary Beth Shank, County Solicitor informed the Board that minutes need clarified for June 5, 2014. The Board has to pass a resolution to transfer the title of the 2002 Chevy Venture to Occupational Services, Inc. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved Resolution #2014-11 to authorize the transfer of the title of its 2002 Chevy Venture, VIN # 1GNDX03E52D259154, to Occupational Services Inc., for use as they see fit for the benefit of county MH/ID consumers. This is a correction to action taken on June 5, 2014. The Board recessed at 12:20 p.m. Continued on page 2 The Board reconvened at 1:30 p.m. for a Retirement Board meeting. Commissioner Thomas did not attend the afternoon session. The Board held a Franklin County Retirement Board meeting. Michael Shone, Peirce Park Group President, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. Mr. Shone requested the Board approve an addendum to the OPEB Investment Policy Statement (dated November, 2011, addendum dated March 14, 2013 and addendum dated December 5, 2013) to decrease Domestic Equity Target from 52% to 50%, increase International Equity target from 18% to 20%, increase bonds target from 28% to 29% and decrease cash target from 2% to 1% effective June 10, 2014. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the addendum. The meeting was adjourned at 3:11 p.m. with a motion by Robert G. Ziobrowski; seconded by David S.
