HomeMy WebLinkAbout2014-06-17 Commissioner Minutes TUESDAY, JUNE 17, 2014 The Franklin County Commissioners met Tuesday, June 17, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to include Chairman's time to answer questions from a previous meeting. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the amended agenda. Chairman Keller wanted to answer questions that Mr. Piper asked last week. Mr. Piper asked what the status is of the Jail study. Chairman Keller responded that our consultant is still developing his findings which the County should receive in the next few weeks. Mr. Piper also asked about the impact of undocumented individuals on the cost of education. Chairman Keller suggested that question should be posed to the school districts or the Commonwealth. The impact of undocumented individuals to County government is being researched and a response will be developed in the near future. Allen Piper provided public comment and provided the median gross average income for households in the Tuscarora area. Jay Lightfoot provided public comment and requested the Board say the Lord's Prayer before each meeting. He will continue to say it. Mr. Lightfoot also suggest they explain each item on the board action listing. Richard Jones provided public comment and asked if the Board is renovating the hallway. The minutes of the June 10, 2014 and June 12, 2014 meetings were reviewed. Commissioner Thomas requested the minutes reflect that he was not present for the meeting and why. These will be approved Thursday, June 19, 2014. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked John Hart, County Administrator, to explain action #1, Declaration of Disaster Emergency. Mr. Hart explained the declaration is needed due to the weather last week in the western part of the County. If the State declares a state of emergency, municipalities can recoup some funds from the damage. The County had some bridges that the banks needed to be stabilized. Commissioner Thomas asked for clarification of item #4, 2012 Emergency Solutions Grant Program. Mr. Hart explained the State requested the date move back two days to August 20th and reduce the grant by $9,000. The following items were approved today and the remainder will be approved Thursday, June 19, 2014. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Declaration of Disaster Emergency due to severe weather and effective June 12, 2014 to direct the Franklin County Emergency Management Coordinator to coordinate the activities of the emergency response, to take all appropriate action needed to alleviate the effects of this disaster, to aid in the restoration of essential public services, and to take any other emergency response action deemed necessary to respond to this emergency. Continued on page 2 The Board reviewed Information Technology matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the maintenance agreement between the County of Franklin and Candoris for the maintenance of the County's virtual server software. This software manages the environment and allows for quick failover in the event of a failure. Contract term is June 23, 2014 through June 22, 2017 at a cost of$21,988.56. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to appoint Tom Orndorff to the Franklin County Mental Health/Intellectual Disabilities/Early Intervention (MH/ID/EI) Board for a term of July 2014 through July 2017. Chairman Keller said he represents the Commissioners on the Advisory Board and they have been without a physician for quite some time. Phil Tarquino, Planning Director, was present to explain the revision of position descriptions in the Tax Assessment Office. He explained these were needed due to modernization taking place. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the revised Chief Appraiser, Appraiser I and Appraiser II position descriptions in the Tax Assessment Office. Traci Kline, Area Agency on Aging Director, Fern Ramsey and Joe Schellhase, Area Agency on Aging Advisory Board members, were present to introduce the winners of the "Senior Role Models of Franklin County" winners. Ms. Kline said that May was Older American's Month. She said Aging advertised in the local newspapers and community centers and asked for nominations of older adults 60 and over who are true role models in their communities. The Advisory Council reviewed all nominations and selected three people. Mr. Schellhase explained the Advisory Board had a criteria they followed and reviewed these people in the community and activities they participate in. He stated he looks up to these people. Ms. Kline introduced the following winners: Julia Anne Scott who is 72 years of age and was nominated by Angela Glocke. She worked for 32 years in Human Services, mainly with the intellectually disabled population and held many positions. She volunteers at the Franklin/Fulton ARC and Greenvillage Church of God; Joy Peck is 64 years of age and was nominated by Leah Nunemaker. She volunteers at the Mont Alto Senior Activity Center; Mont Alto Volunteer Fire Company Ladies Auxiliary where she also is Treasurer; Vice President and Director of New Garments Always; Coordinator of Bountiful Blessings through Rouzerville Church of the Brethren; provides companion services at Quincy Retirement Village; and knits for charitable organizations; Sheldon Schwartz is 77 years of age and was nominated by Traci Kline. Mr. Schwartz volunteers as the Area Agency on Aging (FCAAA) Ombudsman; FCAAA Ombudsman PEER; Member of Franklin County Block Grant Committee and PNA Subcommittee; Mental Health/Intellectual Disability Advisory Council; Senior Medicare Patrol; Washington County, MD Special Advocate Program; Waynesboro and Hagerstown Civitan Clubs; 1St Vice President of Franklin County Democratic party; member of Franklin County Democratic Women's Club; Chairman of the Child Protection and Treatment Board of PA; and active member of Widener University Alumni Association. The Board congratulated the winners and thanked them for their dedication to the community. Continued on page 3 The meeting was adjourned at 10:02 a.m. with a motion by Robert G.
