HomeMy WebLinkAbout2014-07-17 Commissioner Minutes THURSDAY, JULY 17, 2014 The Franklin County Commissioners met Thursday, July 17, 2014, with the following members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller informed everyone in attendance that Commissioner Ziobrowski will not be present today. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to adopt the agenda. Allen Piper provided public comment relating to a request he made at last week's meeting where he asked for the salaries for the year 2013 and current of the top twenty- five government officials. Chairman Keller responded that he is aware of his request and is working on it. Mr. Piper said yesterday at the Council of Government meeting he mentioned that the County needs to be careful of government overreaching as we are seeing it at the federal, state and local levels. Mr. Piper asked what support our County government gives to veterans other than the Veteran's Affairs agency. Alicia Kanelopoulos provided public comment and asked if the County can ask for more money for board action item #1 for Adult Probation salaries. Ms. Kanelopoulos asked why we need $10,000 worth of uniforms, and could we just replace half of that amount? Jay Lightfoot had further comment on the municipal study conducted in 2013. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. Commissioner Thomas asked if there is any reason why the minutes can't be approved today since Commissioner Ziobrowski is not present. John Hart, County Administrator, explained it is permissible to approve minutes with two commissioners according to Roberts Rules. He would recommend approving today so we can get the minutes processed and posted on the website. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the July 8, 2014 and July 10, 2014 meetings. Chairman Keller asked Mr. Hart to explain the uniforms further to answer Ms. Kanelopoulos' comment. Mr. Hart explained the County places bulk orders to get a better price. This is the best way to approach ordering the uniforms. If the current ones are still wearable, they stay in circulation. This is just to replace what's needed. Mr. Hart also wanted to address the AOPC Grant. We don't have an option to ask for more money, since it's dictated to us. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the lease agreement between the County of Franklin and Alternative Rehabilitation Communities, Inc. for building and parking spaces at 191 Franklin Farm Lane for a lease amount of$6,017.38 per month paid to the County with a 3% increase annually. The term is August 1, 2014 through July 31, 2015 and shall automatically renew for nine additional terms. Continued on page 2 The Board reviewed Day Reporting Center matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Memorandum of Understanding (MOU) between BI and the Day Reporting Center for services provided to the Pennsylvania Department of Corrections (DOC) offenders. The DOC can refer offenders to the DRC. The DRC will not be responsible for billing. The DRC will receive monthly accounting of all services provided to the DOC, generating revenue for the County. The term of the Memorandum is July 17, 2014 through October 8, 2019. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the quote from Bob Barker for the purchase of inmate uniforms and clothing for a one-time purchase of$10,266.41. Three quotes were received; this was the lowest qualified quote. In accordance with PA Act14, 67, 68 and 127 notifications, R. Lee Royer& Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES Permit being applied by Pacemaker Press PP&S, Inc. for the development of an industrial building and parking area, located in Washington Township. In accordance with PA Act14, 67, 68 and 127 notifications, William A. Brindle Associated, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal Permit being applied by Chambersburg Baptist Church for land development, located in Greene Township. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to enter an executive session at 9:54 a.m. this date for the purpose to review a tax assessment appeal by Greens of Greencastle. Mary Beth Shank, Solicitor, advised that action will be requested of the Board after the executive session. The Board reconvened into regular session at 10:08 a.m. Mary Beth Shank, Solicitor, asked approval to settle the Assessment Appeal with Greens of Greencastle Docket#2012-4624. This is a 2012 real estate assessment appeal for 2013 taxes. The subject property is an 18-hole golf course located at 2000 Castle Green Drive in Greencastle, PA. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved to authorize its solicitor to settle the real estate tax assessment as follows: Market value of 1,000,000 for 2013 and 2014, $1,100,000 for 2015, $1,300,000 for 2016, $1,500,000 for 2017, $1,700,000 for 2018, $1,900,000 for 2019 and $2,000,000 for 2020. The settlement has been previously approved by the taxpayer, Board of Assessment and School District. The meeting was adjourned at 10:10 a.m. with a motion by Robert L. Thomas; seconded by David S.
