HomeMy WebLinkAbout2014-08-21 Commissioner Minutes THURSDAY, AUGUST 21, 2014 The Franklin County Commissioners met Thursday, August 21, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller requested to amend the agenda to move Solicitor time following public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Allen Piper provided public comment and thanked the Board for commenting on various items at the August 19th meeting. He asked that the Board allow more deliberation and comments from the public related to agenda items throughout the meeting. Mary Beth Shank, County Solicitor, requested the Board consider a resolution to appoint Palmetto Posting, Inc. to make personal service of written notice of Upset Sale on behalf of the Franklin County Tax Claim Bureau, as required by Pennsylvania law. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved resolution #2014-15 and that the attached resolution be made a part of these minutes. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the August 12, 2014 and August 14, 2014 meetings. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Notice to Proceed to RR Realtors located at 3 Lemoyne Drive, Lemoyne, PA 17043 for the appraisal of four parcels of land, for the Right of Way acquisitions, for Bridge 116 for a bid amount of$2,925.00 for all four appraisals. This is a PennDot requirement. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency for the Juvenile Justice Enhancement Grant, to reallocate $11,369.00 from site monitoring, travel and lodging, and unused hours related to the data project to training for Juvenile Probation staff and the 2015 Youth Summer Enrichment Program. This request will also extend the end date of the agreement from September 30, 2014 to September 30, 2015. All other terms and conditions of the original subgrant agreement will remain in full force and effect. Continued on page 2 The Board reviewed Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Training and Development Planning & Evaluating Policy, Policy#635.00, for the purpose of outlining the basics of a training needs assessment program; to identify performance requirements and the knowledge, skills, and abilities needed by the County' workforce to achieve the requirements. The Board reviewed additional Human Resources matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Job Classification & Job Description Policy, Policy#636.00, to establish basic guidelines that will be used to determine and review job classifications as well as outline the basic requirements for all County job descriptions. This will be used during the creation of new county positions and the review of current job classifications/descriptions. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and West Penn Power to allow the County to utilize utility poles and other related equipment to hang fiber optic cable in order to improve communications, network performance, and continuity of operations of the Franklin County data and telecommunications network from downtown Chambersburg to the Jail and Emergency Services facilities for a one time administrative cost of$1,000. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the maintenance agreement between the County of Franklin and Lancaster Plumbing and Heating, Inc. for maintenance of the Jail's HVAC equipment including: Conducting inspections twice a year, emergency services, and repair of equipment as needed at a cost of$21,925.00 per year for the term of August 1, 2014 through July 31, 2016. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Universal Door& Specialties, Inc. for replacement and installation of doors in the Sheriff's Office at a cost of$4,529.82. Quotes were requested, two quotes were received and this was the lowest qualified quote. The Board reviewed Transportation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement for the Medical Assistance Transportation Program (MATP) and tentative allocation amount for Fiscal Year 2014-2015 in the amount of$618,351. Teresa Beckner, Fiscal Director, met with the Board to review the 2014 expense and revenue budget performance through June 2014. Ms. Beckner advised most departments are under budget except for a few where most variances relate to one-time or front loaded expenses for the new year. She said general fund expenses are at 48.7% of budgeted expenses compared to 47.7% in 2013. Ms. Beckner said revenues are 78.3% collected of general fund revenue budget compared to 80% in June of 2013. Ms. Beckner reported that the County has received 87.6% of property taxes collected compared to 86.7% collected through June in 2013. Ms. Beckner reported that this is the highest since she has been with the County. The average collection for the past five years is 85.6%. FRANKLIN COUNTY COMMISSIONERS County of Franklin Resolution 2014-15 RESOLUTION OF THE COUNTY OF FRANKLIN APPOINTING PALMETTO POSTING, INC. TO EFFECTUATE THE REQUIRED SERVICE AND POSTING OF TAX CLAIM NOTICES WHEREAS, the Franklin County Commissioners have direct supervision and control of the Tax Claim Bureau pursuant to 72 P.S. 5860.202(a); and WHEREAS, the Real Estate Tax Sale Law, 72 P.S. 5 860.101 et seq., (the "Act") authorizes the Franklin County Tax Claim Bureau to schedule the sale of property with delinquent taxes; and WHEREAS, Section 601 of the Act authorizes the County Commissioners to appoint a person or persons to make all personal services and postings required by said provision; and WHEREAS, the County Commissioners entered into an agreement with Palmetto Postings, Inc. on June 12, 2014 for the performance of posting services on behalf of Franklin County; NOW, THEREFORE, BE IT RESOLVED BY THE FRANKLIN COUNTY BOARD OF COMMISSIONERS that: 1. Palmetto Posting, Inc. is hereby appointed to effectuate the required service and postings of tax claim notices. CERTIFICATION Approved this 21 st day of August.
