HomeMy WebLinkAbout2014-08-28 Commissioner Minutes THURSDAY, AUGUST 23, 2014 The Franklin County Commissioners met Thursday, August 28, 2014, with the following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the agenda. Chairman Keller announced that Commissioner Thomas will not be in attendance today. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the August 19, 2014 and August 21, 2014 meetings. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and C & S Reed Consulting to provide relapse prevention groups for the Franklin County Adult Probation Intermediate Punishment Programs, at a cost not to exceed $12,400.00 to be funded by grant monies awarded through the PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Chambers' Apothecary to provide prescription medications for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $5,140.00 to be funded by grant monies awarded through the PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and CRC Healthier Corporation White Deer Run, Inc. to provide non-hospital detoxification, short term rehabilitation, short term rehabilitation and vivitrol medication for the Franklin County Adult Probation Restrictive Intermediate Punishment Program at a cost not to exceed $39,135.00 to be funded by grant monies from PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Adult Probation — Supplemental appropriation to provide additional budget in the amount of$106,177.00 for Electronic Monitoring costs which have increased in 2014, due to the increased number of electronic monitoring cases. Increased revenue from fines will offset some of the increased expenses. Continued on page 2 The Board reviewed additional Adult Probation matters. On a motion by Robert G. Keller; unanimously approved the agreement between the County of Franklin and Keystone Rural Health Center to provide adult psychiatric exam, medication checks, medication administration, therapy at various intervals, group therapies and family therapies for the Franklin County Adult Probation Restrictive Intermediate Punishment Program at a cost not to exceed $4,391.00 to be funded by grant monies from PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Pennsylvania Counseling Services, Inc. to provide screening and assessments, individual outpatient sessions, group patient sessions, intensive outpatient individual, group sessions and family therapy for the Franklin County Adult Probation Restrictive Intermediate Punishment Program at a cost not to exceed $12,800.00 to be funded by grant monies from PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and UHS of Pennsylvania, Inc. Roxbury Treatment Center to provide screen ing/assessments, outpatient individual and group sessions, intensive outpatient individual and group sessions and family therapy for the Franklin County Adult Probation Restrictive Intermediate Punishment Program at a cost not to exceed $5,000.00 to be funded by grant monies from PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed additional Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Pyramid Healthcare to provide screen ing/assessments, outpatient individual sessions, outpatient group sessions, family therapy, intensive outpatient individual sessions, intensive outpatient group sessions, and vivitrol injections for the Franklin County Adult Probation Restrictive Intermediate Punishment Program, at a cost not to exceed $51,650.00 to be funded by grant monies awarded through the PA Commission on Crime and Delinquency. This agreement will be for the period of July 1, 2014 through June 30, 2015. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Supplemental Appropriation in the amount of$61,000.00 to cover major vehicle repairs, increased fuel costs, and greater than expected post mortem/autopsy costs. In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Michael Long for residential building lot on property located in Antrim Township. In accordance with PA Acts 67, 68 and 127 notifications, Sucevic, Piccolomini & Kuchar Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection Water Obstruction and Encroachment Permit application being applied by PA Department of Transportation for bridge replacement over Wilson Run on property located in St. Thomas. Continued on page 3 In accordance with PA Acts 67, 66, and 127 notifications, benesch notified the County of a Pennsylvania Department of Environmental Protection General Permit application being applied by PennT for a structure replacement project on SR 0416, Section 004 located in Peters Township. The Board reviewed Election matters and conducted a bid opening for Printing, Furnishing and Delivery of Ballots for the General Election. The following bidder submitted a bide Beidel Printing House, Inc. from Shipensur , PA for a bid of$245.00 per precinct or a total bid $16,375.00. On a motion by Robert G. Ziorowsi, seconded by David S. Keller; unanimously approved to award to Beidel Printing House, Inc. for a total bid of$16,375.00. This was the only bid received.
