The Franklin County Commissioners met Tuesday, September 16, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Allen Piper provided public comment and asked for more information on board
action item #5, Political Activity Policy/procedure and item #9, Housing Trust Fund Grant
Agreement with the Borough of Chambersburg.
The minutes of the September 9, 2014 and September 11, 2014 meetings were
reviewed. These will be approved Thursday, September 18, 2014.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to explain board action items #5 and #9 to
answer Mr. Piper's question from public comment. Mr. Hart explained the Political
Activity Policy is the last policy that needs approved so the County can move out of Civil
Service and move to Merit Hire. The Policy spells out the political activities that
employees can participate in. Mr. Hart explained board action item #9 is agreement with
the Chambersburg Elm Street Program to receive Housing Trust Fund Grant money in
the amount of$10,000.00 to be used to improve low to moderate income housing
conditions in the area. These funds will be used to assist with off setting local match
requirement for a $250,000 grant. Barb Channing, Women In Need (WIN) Director, was
present to provide more information on the PCCD STOP Grant, board action item #1.
Ms. Channing explained the STOP funds are received from the Federal Government to
fund a variety of things to assist victims of domestic violence and is a collaborative effort
by WIN, District Attorney's Office and Law Enforcement. These funds are used for
training and employment of the Assistant District Attorney that specializes in domestic
and sexual violence cases. The items will be approved Thursday, September 18, 2014.
The Board was asked to approve a special warrant in the amount of$13,528.87
to pay Columbia Gas to complete the gas line project on Franklin Farm Lane that the
board approved last Thursday. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved the ratification of the special warrant. The
Board was not in session when this was needed so they had to sign the warrant and
ratify at the next public meeting.
John Miller, Monterey Pass Association, his wife Alicia Miller, and Dick
McCracken, member of the Friends of the Monterey Pass Battlefield presented the
Commissioners and Janet Pollard, Franklin County Visitors Bureau, with a token of their
appreciation and a certificate for their support and donation for the preservation of the
Monterey Pass Battlefield. Mr. Miller notified the Board that a museum will be opening in
November and they will be invited as VIP's. Mr. Miller provided information on his
background and history of the battlefield. The Board thanked Mr. Miller for the
information about the battlefield and the recognition.
The meeting was adjourned at 10:15 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
FRANKLIN COUNTY COMMISSIONERS
