The Franklin County Commissioners met Tuesday, October 7, 2014, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Ziobrowski will not be present for
the meeting today. On a motion by Robert L. Thomas; seconded by David S. Keller;
unanimously approved to adopt the agenda.
Allen Piper provided public comment and stated he has brought up in the past
about posting signs throughout Franklin County that says "if you commit the crime do the
time". He said zillions are spent on billboards and signs so we could spend more to
keep drugs out of Franklin County. With the increase in drug activity that was reported
in the Public Opinion, he is again requesting the Commissioners post these signs at all
points going in and out of Franklin County.
The minutes of the September 3 , 2014 and October 2, 2014 meetings were
reviewed. These will be approved Thursday, October 9, 2014.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, explained that Phil Taruino, Planning Director, will be present on
Thursday to explain the two grant agreements with PA Department of Community and
Economic Development to utilize funds from the U.S. Department of Housing and Urban
Development to complete two projects in Franklin County. The items will be approved
Thursday, October 9, 2014.
Sean Crager, Chief Information Officer, was present to provide information on the
Request for Proposals (RFP) for telecommunication services. The County did a
competitive RFP for telecommunications audit services to have an independent
company look at all wire, wireless and data services. He explained it's a health check to
make sure we are not paying for fees not needed. If the company doesn't find anything,
there is no cost to the County but if they do find something, we will cost share the
savings at 25% with the company. Mr. Crager said we received three responses which
the RFP team scored and evaluated. The RFP team's recommendation is Troy & Banks
from New York who has extensive experience doing this type of service. He said there
is little county staff involvement with this and we give there a letter of authorization to act
on our behalf. No changes are made without the County's review but they do all the leg
work. The Board gave permission to move forward with a contract with Troy & Banks to
be signed at a later date.
The Board reviewed appointments to the Franklin County Redevelopment
Authority Board. On a motion by Robert L. Thomas, seconded by David S. Keller;
unanimously approved to appoint John Massimilla for a term through December 31,
2016 and Susan Armstrong for a term through December 31, 2016.

The Board reviewed information regarding Domestic Violence Awareness Month.
Tammy Keener and Amanda Robinson from Women In Need were present and
explained the different activities being held to help bring more awareness to domestic
violence. Ms. Keener also provided information on the fundraisers being held to raise
funds for the new shelter that will offer more services and will be more easily accessible
to victims. On a motion by Robert L. Thomas; seconded by David S. Keller;
unanimously approved to sign Franklin County Proclamation #2014-10 proclaiming the
month of October as Domestic Violence Awareness Month and that the attached
proclamation be made a part of these minutes.
The meeting was adjourned at 10:05 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.

DOMESTIC VIOLENCE AWARENESS MONTH
PROCLAMATION #2014 - 10
Whereas, domestic violence is a serious crime that affects people of all races, ages, gender, and income
levels; and
Whereas, 1 in 4 women will experience domestic violence during her lifetime;
Whereas, when a family member is abused, it can have long-term damaging effects on the victim that also
leave a mark on family, friends and the community at large.
Whereas, the problem of domestic violence is not confined to any group or groups of people but crosses
all economic, racial, gender, educational, religious, and societal barriers, and is sustained by
societal indifference;
Whereas, only a coordinated community effort will put a stop to this heinous crime; and
Whereas, important partnerships have been formed among criminal and juvenile justice agencies,
healthcare providers, allied professionals, and victim services to assist victims of domestic
violence and their families.
Now, therefore, we, as The Franklin County Board of Commissioners, do hereby proclaim the
month of October, 2014, as:
Domestic Violence Awareness Month
And we encourage all citizens to learn more about preventing domestic violence and to show
support for the numerous organizations and individuals who provide critical advocacy, services,
and assistance to victims.
