HomeMy WebLinkAbout2014-10-09 Commissioner Minutes THURSDAY, OCTOBER 9, 2014 The Franklin County Commissioners met Thursday, October 9, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to modify the agenda to include the appointment of Juanita Comp to the Franklin County Fi/I /EI Advisory Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Jay Lightfoot provided public comment that since the Board is spending a lot of money, they should go over each item and explain what the money is being spent on. Allen Piper provided public comment that he took interest in Tuesday's meeting, especially the WIN proclamation. He suggests some day that we have an equal to Women-in-Need and have a Men-in-Need. There are men abused at same percentage as women. Mr. Piper also said that he mentioned on Tuesday that the Board put u "Commit the crime you do the time" signs throughout Franklin County due to the increase of drug trafficking in this area and he did not get a response from the Board on this. He asked the Board to respond if they would consider placing the signs in and around Franklin County. He feels these signs would be a great deterrent. Mr. Piper also doesn't buy the theory of quality of life that has been brought up many times in this meeting room. Jim Wyrick provided public comment that recently on his side job where he does drug inventory, he went to a number of stores and noticed the escalated prices on medications with no explanation on why they have risen. Senior Citizens are having to choose between heating and cooling, food and their medications. Mr. Wyrick also mentioned the government is starting to crack down on the major explosion in prescription narcotics and ordered a 20% reduction in production on these drugs. People utilizing these drugs will have a hard time finding there and others are turning to heroin because it's cheaper. He also said the jobs report came out last week and we increased 330,000 jobs but most are part time jobs going to people over 55 years of age. They need these jobs to make ends meet and supplement their retirement. He said there are lots of needs out there and it's a tough situation for the people in this county. Mr. Wyrick stated the Commissioners need to watch the money they spend. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the September 30, 2014 and October 2, 2014 meetings. Phil Tarquino, Planning Director, was present to explain board action items 6 & 7, pass through grants. Mr. Tarquino explained that Franklin County receives entitlement CDBG dollars but are also eligible to file for competitive funds through the Commonwealth. The Board held a public hearing last fall where 5 municipalities applied to receive the competitive funds. The first project approved is the Peters Township Upton sewer project that has previously been funded through entitlement funds but last Continued on page 2 year they submitted a competitive grant to request$125,000. This will be enough to finish the project and will replace 30 additional pumps in Upton. We can remove there out of consideration from entitlement money. Mr. Taruino explained the second project approved is for Greene Township Municipal Authority who has been awarded $150,000 to extend sewer up the Fern Grotto Circle. These funds, along with funds from the Municipal Authority, will complete the project. Both are good projects and he is pleased they are both being funded. John Hart, County Administrator, asked to include one addition to the board action listing. He explained it's a policy and procedure for selecting consultants and engineers and covers ennOT's complex, modified and simplified process that needs approved today. This procedure needs to be in place prior to pulling a committee together and reviewing proposals that are due tomorrow for Bridge 5 . Once the committee reviews and ranks the proposals, he will come back to the board with a recommendation. This is a PennDOT document and we are following their format. Once this policy is in place, we can use it moving forward for all projects. PennDOT lays out a process on how to select a bridge engineer so we can use this policy for that process next year also. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. iorowski; unanimously approved the policy and procedures to provide a guide to policies and procedures for the selection of engineering firms and consultants for bridge work and that Franklin County will adhere to the rules and regulations of PennDOT. The Board reviewed an appointment to the Franklin County Mental Health/Intellectual Disabilities/Early Intervention Advisory Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved to appoint Juanita Comp for a term of October 1, 2014 through October 1, 2017. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Fourth Quarter Report to the Department of Public Welfare showing total revenue and expenditures for the period of April 1, 2014 through June 31, 2014 in the amount of$2,399,343.00. The Board reviewed Children and Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the contract listing for contracts and aenums for Fiscal Year 2014/2015 for the Children &Youth department. Contract listing is maintained for proper accounting of all contacts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Drug and Alcohol matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved for the Chairman of the Board to execute the agreements between the County of Franklin, Healthy Communities Partnership and all Franklin/Fulton School districts for Student Assistance Programs (SAP). Students are referred to SAP coordinators to provide support in order to overcome barriers to their learning and to reduce service duplication. These agreements are for the period of July 30, 2014 through June 30, 2015. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the renewal contract between the County of Franklin and AccesslT Group for the annual maintenance of the county's firewall system at a cost of$27,605.00, a decrease of $4,465.00 from last year, for the period of October 1, 2014 through September 30, 2015. This company is on Costars state contract. Continued on page 3 The Board reviewed Planning Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Pass Through Grant agreement between the County of Franklin and Pennsylvania Department of Community and Economic Development to utilize funds from the U.S. Department of Housing and Urban Development in the amount of$150,000.00. These funds will be used towards the completion of Greene Township Municipal Authority's Fern Grotto Circle Sewer Extension Project, for the period of September 17, 2014 through September 16, 2019. The Board reviewed additional Planning Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the Pass Through Grant agreement between the County of Franklin and Pennsylvania Department of Community and Economic Development to utilize funds from the U.S. Department of Housing and Urban Development in the amount of$125,000.00. These funds will be used towards the completion of Peters Township's Upton Village Grinder Pump Project, for the period of September 17, 2014 through September 16, 2019. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal contract between the County of Franklin and neper's Kleen Water for annual maintenance, replacement parts, monthly operator's license fee, and quarterly DEP sample fees at Adult Probation for a one-time cost of $774.00 for the period of January 1, 2015 through December 31, 2015. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved for the Chairman of the Board to execute the Addendum to the Agreement original agreement signed October 3, 2013 between the County of Franklin and ThyssenKrupp Elevator Corporation to provide elevator maintenance at the Hearing aster's Annex. This will extend the contract term until December 31, 2014 at a cost of$42.35 per month. The meeting was adjourned at 10:11 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziorowski.
