HomeMy WebLinkAbout2014-10-16 Commissioner Minutes THURSDAY, OCTOBER 1 , 2014 The Franklin County Commissioners met Thursday, October 16, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved the minutes of the October 7, 2014 meeting. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the October 9, 2014 meeting. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the renewal proposal between the County of Franklin and The Zigmund Co. Ltd., for insurance consulting services which remain the same as 2014: $5,000.00 charged annually, plus an hourly fee of$100.00 for consultation and $50.00 for clerical support time; federal mileage rate per travel mile, and other expenses incurred, if any, for the period of November 1, 2014 through October 31, 2015. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Renewal agreement between the County of Franklin and Diamond Automatic Sprinklers, Inc. to perform the annual inspection of the sprinkler system at the Administrative Annex at a cost of$400.00 for the period of January 1, 2015 through December 31, 2015. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Renewal agreement between the County of Franklin and Diamond Automatic Sprinklers, Inc. to perform the annual inspection of the sprinkler system at Building 426— Department of Emergency Services at a cost of $750.00 for the period of January 1, 2015 through December 31, 2015. In accordance with PA Act1 , 67, 63 and 127 notifications, R. Lee Royer& Associates notified the County of a Pennsylvania Department of Environmental Protection General NPDES permit, being applied by The Robert W. and Margaret N. Frye Revocable Trust Agreement for the extension of Seventh Street, to construct four single family homes with drywells and utilities, located in the Borough of Waynesboro. In accordance with PA Act1 , 67, 63 and 127 notifications, Pennsylvania Department of Conservation and Natural Resources notified the County of a Pennsylvania Department of Environmental Protection General NPDES renewal permit being applied by Mont Alto Municipal Authority for the continued release of effluent discharge from the wastewater treatment facility, located in Quincy Township. Continued on page 2 Teresa Beckner, Fiscal Director, met with the Board to review the 2014 expense and revenue budget performance through August 2014. Ms. Beckner advised most departments are under budget except for a few where most variances relate to one-time or front loaded expenses. She said general fund expenses are at 64.2% of budgeted expenses compared to 64.0% in August of 2013. Ms. Beckner said revenues are 66.8% collected of general fund revenue budget compared to 33.7% in August of 2013. Ms. eckner reported that the County has received 93.4% of property taxes collected compared to 93.1% collected through August in 2013. Ms. Beckner reported that this is the highest since she has been with the County. The average collection for the past five years is 92.3%. Ms. Beckner provided an update on the 2015 budget preparations that are underway. The budget packets have been completed and submitted by all departments and were completed electronically. She also mentioned that Fiscal staff are meeting with their departments and going over their budgets with them. Also the Chief Information Officer and Human Resources Director have met with each department and discussed their technology and personnel plans for 2015. Fiscal staff are in the process of accumulating all requests and making sure directors submitted properly for the oar 's review. More information will be provided to the Board in the future. The Board recessed till 11:00 AM for the Poll Worker Hall of Fame Ceremony. The Board reconvened at 11:00 AM for the Poll Worker Hall of Fame Ceremony. Chairman Keller started the ceremony by recognizing Jean Byers, Deputy Chief Clerk, who came up with the idea of a hall of fame and put all this together to recognize poll workers for 50 or more years of volunteer service. Ms. Byers explained the day in the life of a poll worker. The Board recognized the following election poll workers for their years of service and presented there with a certificate, flowers and a gift certificate: Norma L. Cleaver (Clerk in Chambersburg 1®2) for 49 Years; Vera F. Lensower (Minority Inspector in Hamilton 3) for 52 Years; Bonita G. Heckman (Judge of Election in Hamilton 2) for 55 Years; Alice Collins (Former Minority Inspector in Metal 1) for 60 Years; Gertrude W. Zeger (DECEASED) (Former Minority Inspector in ercers ur ) for 6 + Years, Son, Jim Zeger, accepted the award in his mother's honor; and Esther J. Wagner (Judge of Election in Chambersburg 5®2) for 61 Years. Ms. Wagner thanked Jean because no matter what, Jean knows the answer and is great to work with. The Board thanked everyone for their years of service and stated that they appreciate the work all poll workers do. The meeting was adjourned at 11:35 a.m. with a motion by Robert L.
