HomeMy WebLinkAbout2014-10-21 Commissioner Minutes TUESDAY, OCTOBER 21, 2014 The Franklin County Commissioners met Tuesday, October 21, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Jim Wyrick provided public comment and wanted to commend the individuals responsible for Aleest this past weekend since it was a nice event. Mr. Wyrick also mentioned Act 10 that the Wisconsin legislature approved last week to give teachers the right to opt out of the teachers union. He said one-third of the teachers have already opted out. He said Harrisburg should also look at this law. Mayor Dick Starliper of Waynesboro provided public comment and asked for the County's help in replacing the veteran's markers that were stolen out of Greenhill Cemetery by 2 individuals that needed money. Mayor Starliper would also like the Commissioners to consider establishing a presence in Waynesboro for some of the county offices, especially ones that serve veterans and senior citizens. This would be especially helpful during the winter months with inclement weather. The minutes of the October 1 , 2014 and October 16, 2014 meetings were reviewed. These will be approved Thursday, October 23, 2014. The Board reviewed Agreements, Contracts and Reports. Chairman Keller announced two items that need approval today. Item #3 is for renewal funding from the Department of Housing and Urban Development to provide housing and case management for individuals diagnosed with severe mental illness. Shalom Black, Grants Manager, was present to explain this is the final package that includes amendments that needed made and a few minor tweaks to the budget with the total amount being the same. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the request from Franklin/Fulton MH/ID to apply for renewal funding from the Department of Housing and Urban Development (HUD) for HUD Grant 1, 2, and 3 to provide housing and case management for individuals diagnosed with severe mental illness. Each of the grants will provide 10 apartments (30 total), for a total grant request of$261,940.00, with a match of previously allocated Housing Trust Funds. Mary Beth Shank, County Solicitor, was present to explain item #3, resolution to authorize the Treasurer to trade with Multi-Bank Securities. Ms. Shank explained the item provided was a lengthy document authorizing the Board of Commissioners, Treasurer and First Deputy Treasurer to establish and maintain an account with Multi- Bank Securities. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Noncorporate Resolution Certification to authorize the Treasurer to trade with Multi-Bank Securities, Inc. and to purchase CD's for the monies that the County holds. This action will also include delegating authority as needed for the Solicitor and Chief Clerk to complete and sign any future paperwork involving Multi- Bank Securities. Chairman Keller recognized the Register and Recorder's efforts in continuing to scan images and make them available to the community, board action item 7. He appreciates her efforts and noted that these funds come out of the Register and Recorder's technology funds and do not touch tax dollars.
