HomeMy WebLinkAbout2014-11-20 Commissioner Minutes THURSDAY, NOVEMBER 20, 2014 The Franklin County Commissioners met Thursday, November 20, 2014, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Jay Lightfoot provided public comment and would like each item on the board action list explained and what the money is being spent on. He would like to know how much money is being spent to send people to the YMCA for exercise. Chairman Keller responded that the County hasn't spent any money yet. He said the details are being explored and an agreement will be brought before the Board at a later date. Allen Piper provided public comment that he attended the Council of Government (COG) and Metropolitan Planning Organization ( PO) meetings yesterday. He was interested in the 1®31 controversy that was discussed by the District Engineer who gave a good presentation. Mr. Piper knows the Commissioners are in support of the widening of 31 and he said something definitely needs done. Mr. Piper also said Bob Whitmore did a presentation on MacWell at the MPO meeting. He has brought this issue up before that he is concerned about the costs of a hiking and biking trail that would go from Mercersburg to Greencastle and Greencastle to Waynesboro. Mr. Piper wanted to bring to the Board's attention that he only heard half of the meetings due to sound issues yesterday. Commissioner Thomas responded that he did bring this up to Mr. Hart to look at a low or no cost resolution to the sound issue in the Administration Annex conference room. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the November 13, 2014 meetings. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amend ment/renewal agreement between the County of Franklin and Alcohol Monitoring Systems to provide alcohol monitoring equipment and monitoring services. This agreement renews the current contract and adds the ability to rent the monitoring equipment, for the period of October 20, 2014 through October 20, 2017. Cost per year will vary with the number of offenders utilizing the monitoring equipment. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Intergovernmental Agreement between the County of Franklin and County Municipalities and Fire/Rescue Companies, permitting the use of Franklin County's Analog/Digital radio system for the purpose of public safety and public service radio communication. Continued on page 2 The Board reviewed Grants/Veteran Affairs matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Grant Application to the Pennsylvania Veterans' Trust Fund, in the amount of$66,000.00, for the period of June 1, 2015 through May 31, 2016. This grant would assist in funding three new veterans' programs including; Town Hall events across the county to service those veterans whom may not have transportation, Peer Mentoring Program to pair veterans who need support with trained peer mentor and a Canine Companion Program which utilize veterans to train dogs to become service animals for other veterans with disabilities or Post Traumatic Stress Disorder. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Quote from Nitterhouse Alarm Communication (NAC) for the inspection and testing of the fire alarm system and notification devices located at the Hearing Annex Building for a one-time cost of$335.00. Commissioner Thomas reminded the audience that the Commissioners will be attending the County Commissioners Association of PA (CCAP) conference Sunday through Tuesday. The board meeting will be 2:30 PM on Tuesday and not in the morning. The meeting was adjourned at 9:50 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
