The Franklin County Commissioners met Tuesday, December 16, 2014, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Mayor Dick Starliper from Waynesboro provided public comment. He said the
last time he was here was concerning the grave markers that were stolen from
Greenwood Hills Cemetery. Mayor Starliper thanked the Board for finding money to
replace the markers. He also wanted to thank the Board for considering the Borough for
the grant that is on the agenda today to be used for the trail in Waynesboro.
The minutes of the December 9, 2014 and December 11, 2014 meetings were
reviewed. These will be approved Thursday, December 16, 2014.
The Board reviewed Agreements, Contracts and Reports. Dave Donohue,
Emergency Services Director, and Bryan Stevenson, Communications Coordinator, was
present to provide more information on board action item , agreement with Motorola.
Mr. Donohue provided the following summary of the enhancements in this agreement:
functional enhancements to dispatch multiple companies at one time; expand tone
capabilities to users allowed on the system; maintain interoperaility which allows
Franklin County to pair up with other counties; ensure maintaining security with Federal
guidance; will patch across multiple bandwidths; will have better GPS services for first
responders; and will also have enhancements at the dispatch center to allow the County
to keep software current and deal with security in-house. The Board asked a few more
questions and Mr. Donohue answered the questions. Commissioner Thomas stated
these are all enhancements that need done and will make the public safer and even
save lives. He said this is a lot of money but if the Board doesn't approve this contract,
the system would crash someday. Tiffany Bloyer, Human Resources Director, was
present to give an overview of board action item #6, agreement with the YMCA for
wellness services. Ms. Bloyer explained that the concept of this agreement was
presented to the board last month. She said there will be discounted rates for YMCA
memberships which the County has not decided on subsidizing at this time. She said
health insurance premiums continue to rise so the goal of the wellness program is to
have a coordinator on site who will work closely with employees and offer incentives to
improve employee's lifestyles. She said it is important to offer wellness programs to
employees. Commissioner Thomas said there is a clear relationship to insurance and
wellness or lack thereof. He is satisfied with this investment. Chairman Keller said the
model that was presented last month was that Volvo has a very good experience
working with the YMCA. Commissioner Ziobrowski said Volvo saw significant
improvement in the health of their employees and an extraordinary decrease in their
insurance costs of almost 25%. Ms. Bloyer stated the money to pay for this agreement
will come from not replacing the health nurse. Commissioner Thomas raised one
concern with the agreement where it states the county will be invoiced for subsidized
memberships. Ms. Bloyer will see about getting that redacted out before the Board
approves the agreement. Chairman Keller said when Blue Cross looks at rates, they
also look at how healthy our employees are so this motivates him in support for this
contract.

The following items were approved today while the remainder items will be
approved Thursday, December 13, 2014.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziorowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Proposed Program Costs Form between the County of Franklin
and Capital Blue Cross to administer the medical, RX and vision benefit coverage to
employees with Medicare for the period of January 1, 2015 through December 31, 2015.
The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziorowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and Delta
Dental to provide dental insurance for County employees and retirees, for the period of
January 1, 2015 through December 31, 2015.
The reviewed additional Human Resources matters. On a motion by Robert G.
Ziorowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Health
America/Avantra to administer the medical, RX for retirees age 65 and older, for the
period of January 1, 2015 through December 31, 2015.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziorowski; seconded by Robert L. Thomas; unanimously approved the Notice of Intent
to Award and Notice of Award to Stouffer Mechanical Contractor LLC for the Franklin
Farm Lane Gas Line Installation Project for a bid price of$30,900.00. This bid was
awarded to Stouffer Mechanical on December 11, 2014.
The Board reviewed additional Property Management matters. On a motion by
Robert G. Ziorowski; seconded by Robert L. Thomas; unanimously approved the
Notice to Proceed, Agreement, and Waiver of Liens to D.L. George & Sons Construction
for the 11 North Second Street Building Demolition Project for a bid price of$31,195.00.
This bid was awarded to D.L. George & Sons on November 25th
Phil Taruino, Planning Director, was present for the Board to award the grants
for the Tourism and Quality of Life Enhancement Grants. Mr. Taruino explained the
Board approved $225,000 of Hotel Tax funds and $125,000 from Marcellus Shale funds
to be used for Tourism and Quality of Life Enhancement Grants. The following are the
committee recommendations: Conococheaue Institute for a grant of$3,000; Franklin
County Historical Society for$45,500.00; Washington Township for$115,000.00;
Borough of Waynesboro for$94,644.00; and The Nature Conservancy for$91,376.
Chairman Keller said the Board did question if the Visitors Bureau could help the
Conococeaue Institute with the brochures. Mr. Taruino said the Visitors Bureau has
some printing capability but the brochures don't fit the size that Visitors Bureau can print.
He said the Visitors Bureau did provide a letter of support so the brochure can move off
the racks quickly. Commissioner Thomas said the Eagle Rock grant is the second of
three payments from these grants. He said the Mayor of Waynesboro mentioned the
trail would provide safe walking paths and this should have an impact on the people of
Waynesboro. Mayor Starlier responded it would take a while for the trail to materialize.
He said they still need $45,000 to complete the project. They are looking at in-kind and
donations and have one organization that will help with maintenance of the trail. Mr.
Taruino said one goal of the borough is to connect all the parks together; this would
connect two of them together. Chairman Keller said he finds the recommendations to be
spot on and supports moving forward. Commissioner Ziorowski complimented Mr.
Taruino, his staff and the Committee on the rubric used and he likes that it is data
driven. On a motion by Robert G. Ziorowski; seconded by Robert L. Thomas;
unanimously approved all recommendations as presented.

The Board presented the 2015 Franklin County budget for adoption this date.
Teresa, Beckner, Fiscal Director, informed the Board there have been only minor
changes to the budget since it was presented 20 days ago. She said all revisions fall in
the perimeters that are allowed by County Code. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the following resolution adopting
the 2015 budget:
RESOLUTION #2014 - 22
WHEREAS, the 2015 Franklin County Budget has been prepared in accordance with the
County Code Act of August 9, 1955 ( .L. 323, No. 130) as amended.
WHEREAS, the 2015 Franklin County Proposed Budget was approved on Tuesday,
November 2 , 2014 and was made available for public inspection for at least 20 days.
WHEREAS, the Proposed Budget and date set for the final action on the budget has
been made a matter of public notice.
WHEREAS, the Adopted Budget does not have increased expenditures of more than ten
(10) per centum in the aggregate or more than twenty-five (25) per centum in any
function over the proposed budget as made available for public inspection.
WHEREAS, the Adopted Budget reflects as nearly as possible the estimated revenues
and expenditures for the year 2015.
BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of
Commissioners of the County of Franklin, PA, to adopt the 2015 Budget as presented
this date.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the approved that the following Resolution be adopted fixing the
millae rate for real estate taxes for the year 2015 and the specific sums established to
be required for the specific purposes of County Government; hereinafter, set forth during
the current fiscal year:
RESOLUTION #2014 - 23
BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of
Commissioners of the County of Franklin, PA.
SECTION 1 - That a tax be set and the same is hereby levied on all real property within
Franklin County subject to taxation for the County purposes for the fiscal year 2015 as
follows: Tax rate for general purposes, the sum of twenty-three and five hundreds
(23.05) mills of each dollar assessed valuation with an additional two and six tenths
(2.60) mills for the purposes of retirement of County debt services.
SECTION 2 - That for the expenses of the County for the fiscal year 2015 the following
amounts are hereby appropriated from the revenue available for the fiscal year for the
specific purposes, which amount are fully itemized in the County budget.
SECTION 3 - That any Resolution, or part of a Resolution, conflicting with this
Resolution be and the same is hereby repealed in so far as the same affects this
Resolution.

On a motion by Robert G. Ziobrowskiy seconded by Robert L. Thomas;
unanimously approved the following Resolution imposing a total of one and five
hundreds (1.05) mills of real estate taxes for the purpose of the County Library in voting
districts that have approved imposition of such tax by referendum and as authorized
under the laws of the Commonwealth of PA in those voting districts.

BE IT RESOLVED, that a tax at the total rate of one and five hundreds (1.05) mills on
each dollar of assessed valuation for the fiscal year 2015 for the County Library
purposes, shall be and the same is hereby imposed upon all taxable real estate in
Franklin County as heretofore authorized by the voters of the various voting districts and
as authorized under the laws of the Commonwealth of PA.
The meeting was adjourned at 10:50 a.m. with a motion by Robert G. Ziorowski;
seconded by Robert L. Thomas.
