HomeMy WebLinkAbout2015-02-19 Commissioner Minutes THURSDAY, FEBRUARY 19, 2015 The Franklin County Commissioners met Thursday, February 19, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the February 10, 2015 meeting. On a motion by Robert L. Thomas, seconded by David S. Keller; approved the minutes of the February 12, 2015 meeting. Commissioner Ziobrowski abstained from voting because he was not in attendance on February 12. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation to transfer funds in the amount of$2,175.90 from 2014 Senior Community Center Grant funds into calendar year 2015 to be used for architectural and bid package costs for the Tuscarora Senior Activity Center Enrichment Center Project. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from C.S. Davidson, Inc. for construction phase engineering services for Bridge 116 rehabilitation at a cost of$37,694.00, funded through the Transportation Improvement Plan (TIP). The costs will be funded 80% Federal, 15% State and 5% Act 26 funds. The Board reviewed Controller matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and David C. Clever, Esquire to provide contracted attorney services at a cost of$12,527.55 per year for the period of January 1, 2015 through December 31, 2015. The Board reviewed Fiscal/Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment for the Contract (dated November 22, 2011) between the County of Franklin and Peerstar, LLC to provide support services to individuals with mental health issues who are participants of the Jail Diversion Program or inmates at the Franklin County Jail. This amendment is to extend the agreement through December 31, 2015 with a maximum encumbrance for calendar year 2015 of$28,500.00. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Morefield Communications to purchase a new switch to be located at the 911 center at 390 New York Avenue, Chambersburg at a cost of$11,870.00. This will give the necessary network availability to set up a link between the 911 center and the jail when the fiber installation is complete as well as a redundant link back to the courthouse. This will also allow for disaster recovery options between locations. Continued on page 2 The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Occupational Services, Inc. to shred confidential documents on an as needed basis for multiple county buildings at a cost of .14 per pound of paper for the period of January 1, 2015 through December 31, 2017. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Ehrlich Pest Control to provide standard monthly pest control services at the Day Reporting Center at a cost of$60.00 per month for the period of January 1, 2015 through December 31, 2016. The Board reviewed Register& Recorder matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Info Quick Solutions, Inc. to re-index deeds and miscellaneous recordings for the years 1934 through 1942, estimated at 15,542 documents to add to the Recorders' current records management database at a cost of $24,867.00 for the period of February 10, 2015 through February 10, 2016. The cost will be covered by the Recorder's Improvement Fund. The Board reviewed Risk Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and NAC Divisions to provide service and maintenance on the County's video surveillance system, building access systems and duress alarm systems at a cost of$10,440.00 for the period of January 1, 2015 through December 31, 2015. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Franklin County Tax Services Fee Policy to establish a consistent fee schedule associated with requests for data maintained in the Tax Services Department. Mary Beth Shank, County Solicitor, requested to go into an executive session to discuss pending litigation relating to Doe vs. Franklin County; Docket 2014-4623. She announced no action will be required after the executive session. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:39 a.m. this date for the purpose to review pending litigation matters.
