The Franklin County Commissioners met Thursday, February 26, 2015, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
Vice Chairman Thomas announced that Chairman Keller will not be in
attendance today. On a motion by Robert G. Ziobrowski, seconded by Robert L.
Thomas: unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment and asked if the Commissioners are
going to give every town $60,000 for rails and trails.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas:
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas:
unanimously approved the minutes of the February 17, 2015 and February 19, 2015
meetings.
Commissioner Ziobrowski wanted to answer Jay Lightfoot's question during
public comment. He said the Board does not plan to give every community $60,000 but
if a community applies fora grant and they meet the criteria, the Board may approve
them for a grant. Commissioner Thomas said these are competitive funds that do not
come from the general fund and whoever meets the needs and prove they fit into this
category, the board may consider them for the grant.
The Board reviewed Information Technology matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas: unanimously approved for the Chairman of
the Board to execute the renewal quote from SARA Systems for support and
maintenance covering the integration between our internal systems and Goole Apps for
Government (county email, document management and cloud storage) for the period of
April 1, 2015 through March 31, 2016 at a cost of$1,890.00.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas: unanimously approved the renewal agreement
between the County of Franklin and NCH Chemsearch to provide a water quality
assurance program for the cooling and heating system at the Jail to permit the systems
to run at the most efficient way extending the life and operations for which it was
designed at a cost of$1,866.00 for the period of February 15, 2015 through December
31, 2015.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas: unanimously approved the grant agreement between
the County of Franklin and Washington Township to award $115,000.00 from the
Franklin County Tourism and Quality of Life Enhancement Grant. This grant was
created to fund projects which enhance the quality of life and tourism within the County.
Washington Township is to use these funds towards the preservation of Monterey Peak
— key land involved in the Battle of Monterey Pass. This will utilize the County's Hotel
Tax fund.

The Board reviewed Property Management matters. On a motion by Robert G.
Ziorowski, seconded by Robert L. Thomas: unanimously approved for the Chairman of
the Board to execute the proposal from Total Support System/DVL Incorporated to
provide and install critical system UPS unit at the 911 data center for a cost of
$166,000.00.
In accordance with PA Acts 67, 66 and 127 notifications, Curfman &Zulliner
Surveying, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Eugene R. Strite for the proposed
construction of townhomes, located in Hamilton Township.
In accordance with PA Acts 67, 66 and 127 notifications, Shelly &Witter, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied by Thomas G. Rosencranz for a single family dwelling,
located in Montgomery Township.
In accordance with PA Acts 67, 66 and 127 notifications, HNTB Corporation
notified the County of a Pennsylvania Department of Environmental Protection General
Permit application being applied by PennDT District 8-0 for SR 0011 Bridge
replacement over Conococeaue Creek, located in Greene Township.
John Hart, County Administrator, requested an executive session and explained
that outside counsel will be meeting with the Board and no action will be required after
the executive session. On a motion by Robert G. Ziorowski, seconded by Robert L.
Thomas: unanimously approved to enter an executive session at 9:42 a.m. this date for
the purpose to review pending litigation: Keystone Rural Health Center vs. Franklin
County Board of Assessment and Revision of Taxes, Docket 2012®1461. The Board
reconvened into regular session at 10:10 a.m.
The meeting was adjourned at 10:11 a.m. with a motion by Robert G. Ziorowski;
seconded by Robert L. Thomas.
