HomeMy WebLinkAbout2015-03-05 Commissioner Minutes THURSDAY, MARCH 5, 2015 The Franklin County Commissioners met Thursday, March 5, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. The Board attended the Franklin County Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of February 24, 2015. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; approved the minutes of February 26, 2015. Chairman Keller abstained from voting because he was not in attendance that day. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplement to Federal-Aid Bridge Project Reimbursement Agreement between the County of Franklin and PA Department of Transportation (dated 09/17/12) to provide federal reimbursement to the County, increase funding to $1,229,000.00, for additional construction related funds for ridge , Store Lane. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Coroner matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Jan Sulcove, Esquire, to provide contracted attorney services at a cost not to exceed $117.33 per hour, with no more than 100 hours billed annually without consent and approval by the Coroner and the Board of Commissioners for the period of January 1, 2015 through December 31, 2015. The Board reviewed Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the subscription booklet from Prime Property Fund, LLC (through Morgan Stanley) authorizing the purchase of real estate investment interests for the County's Other Post-Employment Benefits (OPE ) fund. Funds to be invested are assets of the OPEB Trust that was established to provide for retiree health benefits for eligible members. The Board reviewed Jail/District Attorney matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the maintenance agreement between the County of Franklin and PA District Attorney's Institute to provide maintenance on the Statewide Automated Victim Information and Notification (PA AVIV) system at a cost of$2,604.90 to be paid by the District Attorney and $2,604.91 to be paid by the Jail for the period of January 1, 2015 through December 31, 2015. Continued on page 2 The Board reviewed Planning matters. amendment to the grant agreement (signed November 7, 2013) between the County of Franklin and Peters Township to provide Housing Trust Fund money in the amount of 25,000. 0 to be used to replace grinder pumps in the Village of Upton. This is a current CDEG project. This amendment will extend the project end date to December 31, 2015. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Ehrlich Pest Control to provide inspection and preventative maintenance to control pests and insects for all County buildings for the period of January 1, 2015 through December 31, 2016 at cost of$4,300.00. The Board reviewed additional Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Ehrlich Pest Control to provide inspection and preventative maintenance to control pests and insects at the Greencastle Senior Activity Center for the period of January 1, 2015 through December 31, 2016 at cost of$720.00. The Board reviewed Recorder of Deeds matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson, Esquire, to provide contracted attorney services at a cost of$2,409.73 per year for the period of January 1, 2015 through December 31, 2015. The Board reviewed Register of Wills matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson, Esquire, to provide contracted attorney services at a cost of$2,409.73 per year for the period of January 1, 2015 through December 31, 2015. The Board met with the Human Resources Director, the Controller, the District Attorney, Children, Youth and Family Services Director and the Aging Director for Salary Board and Personnel matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised job description for the Human Services Program Specialist position. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the job description for the Special Crimes Detective position. The meeting was adjourned at 10:23 a.m. with a motion by Robert L. Thomas; seconded by Robert G.
