HomeMy WebLinkAbout2015-04-16 Commissioner Minutes THURSDAY, APRIL 16, 2015 The Franklin County Commissioners met Thursday, April 16, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 7, 2015 and April 9, 2015 meetings. The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the agreement between the County of Franklin and Keystone Rural Health Center (dated August 28, 2014) to provide adult psychiatric exams, medication checks and administration, therapy services for the Adult Probation Restrictive Intermediate Punishment Program for the period of July 1, 2014 through June 30, 2015. This amendment will increase the maximum encumbrance from $4,391.00 to $7,391.00, funded by grant monies from Pennsylvania Commission on Crime and Delinquency. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Adult Probation matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the agreement between the County of Franklin and Pyramid Healthcare (dated August 28, 2014) to provide screenings/assessments, outpatient individual and group sessions, family therapy, and vivitrol injections for the Adult Probation Restrictive Intermediate Punishment Program for the period of July 1, 2014 through June 30, 2015. This amendment is to include the Waynesboro outpatient treatment location and fee schedule. The Waynesboro fees are the same as the previously approved Chambersburg location. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Food and Beverage License to the Pennsylvania Department of Agriculture for the Greencastle Senior Center at a cost of$82.00. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Beidel Printing House, Inc. to print, bind and deliver the ballots for the Municipal Primary Election being held May 19, 2015 at a cost of$26,638.00. This bid was awarded on April 2, 2015. Continued on page 2 The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the addendum to the contract between the County of Franklin and C.S. McKee dated March 7, 2011, and including amendments dated December 13, 2011 and September 26, 2013 to change Appendix A: Fees and Appendix B,1: Management style and Benchmark, effective April 1, 2015. The Board reviewed Property Management matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Aqua Power Pros to clean the the and grout in the Courthouse and Courthouse Annex restrooms for a one-time cost of$485.10. The Board reviewed Tax Services/Solicitor matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Michael C. Bowers, SRA to provide real estate appraisal services in connection with two tax assessment appeals at a cost of$1,600.00. The Board reviewed Tuscarora Managed Care Alliance matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the lease agreement between the County of Franklin and Tuscarora Managed Care Alliance (dated December 11, 2012) to reduce the occupied square footage from 1,021 square feet to 605 square feet, all other terms and conditions of the original agreement will remain in full force and effect. In accordance with PA Act 14 notifications, Wenger Feeds notified the County of a Pennsylvania Department of Environmental Protection General Permits BAQ-GPA and GP-15 applications being applied to install a new silo, ingredient bins, new hammermill and two replacement pellet mills at their Shippensburg Mill, located in Southampton Township. In accordance with PA Act 14 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection PDES Permit application being applied by Magnolia Spring Valley Holdings, LLC for the development of a residential subdivision, located in Guilford Township. The Department of Emergency Services held an award presentation for Telecom mu n icator Gregg Cerrone. David Donohue, DES Director, was present along with DES employees, past employees and family. Mr. Donohue explained that on March 3 d, Mr. Cerrrone received a phone call from a person in Virginia who had seen a Facebook post that a friend was trying to commit suicide. Mr. Cerrone worked with a cell phone provider to try to narrow down where the individual was located. In working with the phone company, social media provider, and 911, Mr. Cerrone was able to locate the individual. Emergency responders arrived to help the individual. is Lewis submitted Mr. Cerrone for a SMART 911 award and Mr. Cerrone became the recipient of the North East regional award. Smart 911 honored him this week for his work and dedication. Mr. Donohue explained Mr. Cerrone is the lead law enforcement dispatcher and trainer. Gregg Cerrone spoke and said this award nomination was submitted without his knowledge and he had some doubts whether he wanted to participate in it. He said that three years ago next Thursday he lost a daughter who was also a young mother, and in 2009 lost a grandson, and in 2004 his wife lost her first husband. He said there are a lot of people in the world worse off than they are but his grandson, Bryson, has been his saving grace. Mr. Cerrone said there is no way he can pay back the Drew Michael Taylor Foundation for the support they have given him and his family. He explained that along with this plaque there was a $500 award which will go to the Drew Michael Taylor Continued on page 3 Foundation. Marci and Randy Taylor were present and Marci thanked Gregg and stated they were glad he was willing to take the spotlight to win $500 for their Foundation. Their son passed away in 2006 and they knew they needed to do something positive. She explained that she was a Spanish teacher for 15 years and ryson's mom was one of her students. They are proud to do this in their son's name and these funds will greatly help send other grieving families through their program. Commissioner Zio rowski said "When God closes a door, he opens a window". Commissioner Thomas said Mr. Cerrone was doing what he was trained to do and what he was taught to do. He thanked him for his good work. He said people can take something that the Taylor's went through and just grieve but they took it to the next level to help others grieve. He thanked the Taylors for what they do. Chairman Keller thanked Mr. Lewis for recognizing what Gregg Cerrone has done and submitting him for this award. He said Mr. Cerrone and his associates are not motivated by the money; they do it because they derive a great satisfaction out of helping others and helping the citizens of Franklin County. Teresa Beckner, Fiscal Director, met with the Board to review the 2015 expense and revenue budget performance through February, 2015. Ms. Beckner advised that the County changed the employees' health insurance which was aided by a contribution for employees that was recorded in January. Due to this, there is a variance but as the year passes, the budget will come back in line. She said there are dues from maintenance agreements and frontloaded expenses which create a variance for several departments but this will level out as the year progresses. She said general fund expenses are at 16.1% of budgeted expenses compared to 15.7% in February of 2014. Ms. Beckner said revenues are 3.5% collected of general fund revenue budget compared to 2.8% in February, 2014. Ms. Beckner reported that the revenue from property taxes collected are related to supplements or tax claim payments since the tax bills were just recently mailed to property owners. She will have property tax numbers in March. Ms. Beckner reported that the overall budget performance is tracking as projected. The meeting was adjourned at 10:03 a.m. with a motion by Robert L.
