HomeMy WebLinkAbout2015-04-21 Commissioner Minutes TUESDAY, APRIL 21, 2015 The Franklin County Commissioners met Tuesday, April 21, 2015, with the following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice Chairman Thomas presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Vice Chairman Thomas announced Chairman Keller had another obligation this morning and will not be attending today's meeting. There was no public comment. The minutes of the April 14, 2015 and April 16, 2015 meetings were reviewed. These will be approved Thursday, April 23, 2015. The Board reviewed Agreements, Contracts and Reports. Phil Tarquino, Planning Director, and Sam Thrush, Planner, were present to explain board action items 6, 7, and 8. Mr. Tarquino explained the County filed for competitive applications on behalf of several entities and two have been approved for funding through PA Department of Community and Economic Development. Sam Thrush explained the first agreement is with Greene Township Municipal Authority for the Fern Grotto area to extend the sewer line to residents. He explained the second agreement is with Hamilton Township Municipal Authority for the Old Kensington Heights sewer extension to be used for five identified low to moderate income homes in the project area. Mr. Thrush explained another project has been approved and the agreement will be brought before the Board at a later date. There were two projects that were not funded but the State did not provide a reason why they were not funded. Mr. Tarquino explained the resolution that needs approved by the Board is part of the Fair Housing effort and Planning has coordinated with the Grants Department to come up with a resolution to satisfy U.S. Department of Housing and Urban Development requirements. The following item was approved today but the remainder items will be approved Thursday, April 23, 2015. The Board reviewed Aging/Purchasing matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Notice to Proceed and Agreement between the County of Franklin and DD Construction for the Tuscarora Senior Center Renovation Project in the amount of$69,300.00. The Board reviewed information regarding Fair Housing Month. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2015® 7 proclaiming the month of April as Fair Housing Month and that the attached proclamation be made a part of these minutes. The Board reviewed information regarding National Crime Victims' Rights Week. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2015-06 proclaiming the week of April 19-25, 2015 as National Crime Victims' Rights Week and that the attached proclamation be made a part of these minutes. FRANKLIN COUNTY COMMISSIONERS NATIONAL CRIME VICTIMS'RIGHTS WEEK,APRIL 19-25,2015 PROCLAMATION#2015-06 Whereas, Americans are victims of more than 26 million crimes each year, and crime can touch the lives of anyone regardless of age, national origin, race, creed, religion, gender,sexual orientation, immigration, or economic status; Whereas, The entire community has a role to play; Whereas, Engaging victims'communities and learning about their unique needs helps service providers foster a supportive and culturally relevant atmosphere in which victims seek help and healing; Whereas, With the full weight of their community and victim service providers behind them, survivors will feel empowered to face their grief, loss,fear, and shame,without fear of judgment and will feel understood and worthy of support; Whereas, National Crime Victims'Rights Week,April 19-25, 2015, is an opportune time to commit to ensuring that all victims of crime—accessible and appropriate services in the aftermath of crime;and Whereas, Women In Need is hereby dedicated to building partnerships with trusted sources of support, including community leaders, religious groups, schools, and other agencies to better reach and serve all victims of crime, no matter their community. Now,therefore,we, as The Franklin County Board of Commissioners, do hereby proclaim the week of April 19-25, 2015, as: Crime Victims'Rights Week and reaffirm this county's commitment to creating a victim service and criminal justice response that assists all victims of crime during Crime Victims' Rights Week and throughout the year; and to Express our sincere gratitude and appreciation for those community members, victim service providers, and criminal justice professionals who are committed to improving our response to all victims of crime so that they may find relevant assistance, support,justice, and peace. Zio ski County of Franklin Proclamation No. 2015- 07 FAIR HOUSING MONTH PROCLAMATION WHEREAS, April marks the anniversary of the passage of the Fair Housing Act of 1968, which sought to eliminate discrimination in housing opportunities and to affirmatively further housing choices for all Americans; and WHEREAS, the ongoing struggle for dignity and housing opportunity for all is not the exclusive province of the Federal government; and WHEREAS, vigorous local efforts to combat discrimination can be as effective, if not more so, than Federal efforts; and WHEREAS, illegal barriers to equal opportunity in housing, no matter how subtle, diminish the rights of all; NOW, THEREFORE, BE IT RESOLVED, that in fhe pursuit of the shared goal and responsibility of providing equal housing opportunities for all men and women, Franklin County, does hereby join in the national celebration by proclaiming APRIL, 2015 as FAIR HOUSING MONTH and encourages all agencies, institutions and individuals, public and private, in Franklin County to abide by the letter and the spirit of the Fair Housing law.
