HomeMy WebLinkAbout2015-04-23 Commissioner Minutes THURSDAY, APRIL 23, 2015 The Franklin County Commissioners met Thursday, April 23, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. The Board participated in "Take Our Children to Work Day" with 23 children and their family members participating. Jay Lightfoot provided public comment and stated after the Board took a picture last week and then they stood up there, no one else could hear what was going on. Chairman Keller responded that they were just socializing and not conducting business at the time. He said it's the Board's prerogative to take a brief recess and go away from the agenda. Allen Piper provided public comment and said it is very enlightening to see dads and moms here with their children. It's good to see them here and experiencing firsthand how our government works. Mr. Piper would like more information on board action items 3 and 5. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 14, 2015 and April 16, 2015 meetings. Chairman Keller explained the board action process to the guests in attendance. Chairman Keller asked John Hart, County Administrator, to explain item #3 to answer Mr. Piper's comment during public comment. Mr. Hart explained that the contract is for Yellow Pages block ads for MH/ID/El, Drug and Alcohol and Information and Referral. Due to state requirements and having after hour hotlines, we have to provide advertising in the yellow pages for some of these departments. Mr. Hart explained item #5 is to provide peer support services from the Mental Health Association to individuals who have mental health issues. The peers know the challenges these individuals have because they have gone through these issues themselves. The Board reviewed Aging/Solicitor matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the original lease agreement between the County of Franklin and Nickson Oyer (dated December 14, 2010) for lease of 600 Norland Avenue to change the named Lessor from Nickson Oyer to Alma Oyer. All other terms and conditions of the original agreement remain in full force and effect. The Board reviewed Commissioners matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and DexMedia for block ads for Aging and MH/I D/El and service listings for Drug and Alcohol and Information & Referral in the yellow pages of the Centuryl-ink phone directory for the period of July 1, 2015 through June 30, 2016 at a cost of$288.00 per month. Continued on page 2 The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of$15,000.00 to cover Haz at Operating. The Board reviewed Jail Diversion/Fiscal matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to the agreement between the County of Franklin and Mental Health Association of Franklin and Fulton Counties (dated January 1 , 2012) to provide peer support specialist services to improve treatment options for Jail Diversion participants. This amendment extends the contract term through December 31, 2015, increases the maximum 2014 encumbrance by $250.00 and establishes the maximum 2015 encumbrance at $5,000.00. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution 2015® , revising 2013®10 Fair Housing Resolution, to include Pennsylvania Department of Community and Economic Development Fair Housing advertising requirements. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Greene Township Municipal Authority for the Fern Grotto Circle Sewer Extension in the amount of$150,000.00, funded by Pennsylvania Department of Community and Economic Development 2013 Competitive Community Block Grant, with a project completion date of September 16, 2016. The Board reviewed additional Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Hamilton Township Municipal Authority for the Old Kensington Heights Sewer Extension in the amount of$65,000.00 funded by the Pennsylvania Department of Community and Economic Development 2013 Competitive Block Grant, with a project completion date of September 16, 2013. The Board reviewed Public Defender matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal quote for Professional Liability Insurance through Complete Equity Markets, Inc. at a cost of $5,060.00 for the period of May 1, 2015 through May 1, 2016. The Board reviewed Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Cumberland Valley Settlement Services to perform title searches for the 2015 Judicial Tax Sale at a rate of$145.00 per search, not to exceed 1 searches. This service allows the county to meet statutory requirements of notifying any potential creditor/ lienoler. The Board reviewed additional Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and PA Real Estate Settlement Services to perform title searches for the 2015 Judicial Tax Sale at a rate of$145.00 per search, not to exceed 15 searches. This service allows the county to meet statutory requirements of notifying any potential creditor/ lienholder. Continued on page 3 The Board reviewed additional Tax Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Rose Mary Fitzgerald and Fitzgerald Abstracting, LLC to perform title searches for the 2015 Judicial Tax Sale at a rate of$145.00 per search, not to exceed 15 searches. This service allows the county to meet statutory requirements of notifying any potential creditor/ lienholder. In accordance with PA Act 14 notifications, Red Barn Consulting, Inc. notified the County of a Pennsylvania Department of Environmental Protection NPDES CAFO Renewal Permits being applied by Funk Family Farm, located in Warren Township. The Board reviewed information regarding Earth Celebration Day. Chairman Keller explained that the Board cares about the environment so they will be attending an event at 1:00 PM on Saturday at Renfrew Park for Earth Day activities and invited everyone in attendance to join them. Chairman Keller read the proclamation. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2015®0 proclaiming the day of April 25, 2015 as Earth Celebration Day in Franklin County, PA and that the attached proclamation be made a part of these minutes. Chairman Keller also mentioned the County's Tree Planting Initiative and that there is an event this weekend at 8:00 AM Saturday at Greene Township Park being spearheaded by Senator Richard Alloway and the Chesapeake Bay Alliance to plant 5,000 trees this weekend. The meeting was adjourned at 9:59 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski.
