The Franklin County Commissioners met Tuesday, April 28, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment and stated that everyone should use the
microphone. He said the other day when there were people here and they introduced
themselves, they didn't use the microphone and he couldn't hear them. Chairman Keller
responded that he will give Mr. Lightfoot a detailed list of everyone that was at that
meeting. Mr. Lightfoot would like more information on board action items 2, 4 and 5.
Allen Piper provided public comment and said he would like more details on
board action item #1.
The minutes of the April 21, 2015 and April 23, 2015 meetings were reviewed.
These will be approved Thursday, April 30, 2015.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, explained board action item #1 is an amendment with Pictometry
International Corporation to modify the agreement that they can purchase information
and then sell it. He said this is public information so they do have the right to purchase
this information and sell it. Chairman Keller explained the Candoris proposal, board
action item #2, that the County's computer servers need upgraded and ITS is going to
add servers and random access memory due to Laserfiche demands and the
eDiscovery project in the court system. Phil Tarquino, Planning Director, explained
board action item #4 is the agreement with Peters Township to complete their sewer
system project. He explained the County applied on behalf of other entities for
competitive grants through CD G. Mary Beth Shank, County Solicitor, explained board
action item #5 is to contract with an attorney to provide representation involving a Mental
Health/intellectual Development matter due to a conflict through the Solicitors' office.
Commissioner Thomas further explained item #2, proposal with Candoris. This is a
continuation of getting more efficient by using more storage space then paper, will
provide easier access, and will be easier to share data. The items will be approved
Thursday, April 30, 2015.
Donna Morelli, the PA Director for the Alliance for the Chesapeake Bay, was
present to provide an overview of their program and the role of the Alliance with the
Trees for Tomorrow initiative. Ms. Morelli explained the Alliance has been an
organization since 1971 and they build partnerships to support water quality and to
support the bay. The Alliance received a grant in 2013 and have been hosting planting
events and working with land owners along the Conococheage Creek. She explained
that Senator Alloway is also working on an initiative to plant 10,000 trees in one day that
will be held on October 17th. Ms. Morelli also explained she is working with Shade Tree

Committees in several municipalities on planting more trees in their downtowns. She
mentioned the events in the past couple weeks at Greene Township Park and Antrim
Township where trees were planted. She explained the many benefits of planting trees
and how the Alliance will be providing more marketing and education to help people
plant and take care of trees. Chairman Keller explained that the Trees for Tomorrow is a
real partnership and said the event at Greene Township last weekend had help from
ROTC from Chambersburg High School, Big Brothers and Big Sisters, and the Alliance,
with Greene Township providing manpower and resources. Ms. Morelli also said they
work with the Conservation District, other nonprofits, local municipalities, Boy Scouts,
A and Wilson College. Chairman Keller explained the link on the County's wesite
where anyone can record their tree planting, get guidance of what trees are native to the
area, and how to plant a tree correctly. The Board thanked Ms. Morelli for attending the
meeting today and for the Alliance's efforts.
The meeting was adjourned at10:15 a.m. with a motion by Robert G. Ziorowskiy
seconded by Robert L. Thomas.
