HomeMy WebLinkAbout2015-04-30 Commissioner Minutes THURSDAY, APRIL 30, 2015 The Franklin County Commissioners met Thursday, April 30, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Chairman Keller said on Tuesday he would provide a list of names that were here for Take Our Children to or Day. He will provide that list to Mr. Lightfoot today. Jay Lightfoot provided public comment and asked why the audience can't ask questions when there are presentations. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the April 21, 2015 and April 23, 2015 meetings. Chairman Keller asked to amend the agenda to include an additional action for today. Chairman Keller asked John Hart, County Administrator, to explain the action. Mr. Hart explained the action is a resolution that is required by F&M Bank to change signatures on the checking account for the Pre-Release fund from an individual that is retiring to the new supervisor and to include the Chief Probation Officer and John Hart also. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to amend the agenda to include this new action. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Secretary of the Board to execute the Corporate Authorization Resolution from F&M Trust for the Franklin County Prison/Pre Release Fund to update and to authorize Douglas Wilburne, Daniel Hoover and John Hart to have certain rights to the account. The Board reviewed GIS matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the contract dated 2/18/14 between the County of Franklin and Pictometry International Corporation to clarify the County's ability to sell, distribute, and otherwise make available the building footprints GIS layer as part of the delivered content without accounting to Pictometry in any way. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Information Technology Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Candoris to expand the memory of the Virtual Server Environment due to being close to capacity at a cost of$99,981.00. This year several projects look to necessitate a large increase in usage. These projects include increased Laserfiche demands as well as the eDiscovery project for the Court System. Continued on page 2 The Board reviewed additional Information Technology Services matters. On motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the proposal from Canoris to replace the current web server with a redundant virtual cluster at a cost of$13,337.00. With increased demands from MUNIS and Laserfic e, this will upgrade hardware and capabilities to what is now required. It will also provide a fast fallover in the event the primary web server should fail. The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the agreement between the County of Franklin and Peters Township for the Upton Village Pump project in the amount of$125,000.00, funded by Pennsylvania Department of Community and Economic Development 2013 Competitive Community Block Grant, with a project completion date of September 16, 2016. The Board reviewed Solicitor matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the agreement between the County of Franklin and Robert O'Brien, Esq. to provide legal representation involving a Mental Health/Intellectual Development matter at a cost of$150.00 per hour not to exceed $1,995.00. In accordance with PA Acts 67, 63 and 127 notifications, William A. Brindle Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection NDPES Permit application being applied by Mercersburg Academy for an addition to the Mercersburg Academy Nolde Gymnasium on property located in the Borough of Mercersburg. In accordance with PA Acts 67, 63 and 127 notifications, Dennis E. Black Engineering, Inc. notified the County of a Pennsylvania Department of Environmental Protection N DPES Permit application being applied by Y.B. Welding for construction of a 23,960 square foot building expansion of an existing manufacturing facility located in the Borough of Camersbur . The Board reviewed information regarding National Correctional Officers and Employees Week. Warden Bechtold was present and thanked the Commissioners for recognizing the men and women of our jails and prisons. Chairman Keller said the Board always likes to thank the folks that put themselves in harm's way referring to police officers and first responders. He said we sometimes forget our correctional officers that put themselves in harm's way every day to keep our communities safe. Commissioner Thomas said there are a lot of jobs in the community but not everyone knows about certain jobs until they work them. There are people that need to be incarcerated and it's a challenge but they have to prepare for it. He said with the work they do, it's appropriate to recognize there and applaud them. Warden Bechtold said that Franklin County is fortunate to have the staff at the jail that are dedicated to the mission and are true professionals. Chairman Keller said it's also important to recognize all the other staff at the jail as well. Commissioner Ziobrowsi said he is proud of our correctional officers but in Franklin County, there are many correctional officers that work in Maryland or other places. On a motion by Robert L. Thomas, seconded by Robert G. Ziorowsi; unanimously approved to sign Franklin County Proclamation 2015®09 proclaiming the week of May 3, 2015 through May 9, 2015 as National Correctional Officers and Employees Week and that the attached proclamation be made a part of these minutes.
