The Franklin County Commissioners met Tuesday, May 5, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Allen Piper provided public comment that he enjoyed the legislator meeting last
week that was held on behalf of COG. He said it was a very worthwhile program and he
thanked the Commissioners for holding it. Mr. Piper said he would like the following
board actions explained in greater detail: 3, 4, 7, 9 and 10. Mr. Piper also asked why
the audience is not allowed to engage in questions or comments when speakers are
present. Chairman Keller said he has responded to this same question from Mr.
Lightfoot numerous times but he will respond again at a later time.
The minutes of the April 23, 2015 and April 3 , 2015 meetings were reviewed.
These will be approved Thursday, May 7, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas said item #4, Supplemental Appropriation for DES, is what the Board already
agreed to repair and replace the batteries. John Hart, County Administrator, said this
appropriation is for funds to replace the Uninterrupted Power Supply (UPS) system that
is at the end of its useful life. He said we cannot be without the UPS system at the 911
center. Chairman Keller explained item #3, agreement with Election Systems Software
is to replace precinct counters and ink cartridges before the upcoming election.
Chairman Keller said item #1, is a contract for bridge maintenance program and it's a
multi-step process. Mr. Hart explained further that several weeks ago the Board
awarded a contract to William Orr and Sons for guiderail repair for 14 bridges. Mr. Hart
explained Item #7 is to replace older laptop and desktop computers that are beyond
warranty. Mr. Hart explained item #9 is an agreement with Lexis Nexis to provide legal
material for inmates through a computer instead of using books which is a requirement
that the County has to provide. He said staff also has access to help inmates that are in
isolation. Commissioner Thomas said this agreement is paid for by the inmate
commissary fund. Warden Bill Bechtold and Jeremy Robinson, Jail Facility Manager,
were present to explain item #10, Proposal from NRG Building Services to upgrade the
Jail's HVAC automation system. Warden Bechtold explained that 2 years ago the Jail
was notified that the current software and equipment would not be covered by the
company past January 2015. Mr. Robinson explained further if the HVAC and heating
systems fail there is no way to adjust for outside air and the Jail cannot open windows.
The turnaround time to replace the system is well over a month if it fails. Mr. Hart
explained this proposal does not need to be bid since the equipment is proprietary sole
source. The following items were approved today while the remaining items will be
approved Thursday, May 7, 2015.
The Board reviewed information regarding Mental Health Month 2015. Steve
Nevada, H/I /EI Administrator, along with guests from the Mental Health Association
was present for the proclamation. Mr. Nevada explained some events that have already
happened and some future events. Anna Spotswood from Summit Health thanked the
Commissioners and everyone that has collaborated to come together to prevent suicide.
She explained that suicide is on the increase in the veterans and adolescent
populations. She said the suicide prevention task force is being led by Kenny
Wertenberg from the Mental Health Association and Lori Young from Franklin County

Mental Health. Mr. Wertenberg said every day he learns something new and he has
worked with suicide for 10 years. He explained there is a suicide intervention model to
recognize signs of suicide that model along the lines of CPR to keep people safe and
getting them to the experts that can help them. He explained an outreach campaign to
reach out to kids to make them aware of suicide and help there with gaining coping
skills. Dr. Sherri Morgan said she is now working at Mental Health Association and is
adding a public health viewpoint and she wants to now look at a community wide point of
view and look at what works for some people in prevention of suicide. She explained the
Coroner's Office has been helpful in getting real time data to her. Commissioner
Ziorowsi said he attended a Healthy Community Partnership event recently that
showed the data of suicide rates since 1950 and how it doubled for people aged 1 ®2
and tripled for people aged 15®1 . He said anything that can help kids with coping skills
is important. On a motion by Robert G. Ziorowski; seconded by Robert L. Thomas;
unanimously approved to sign Franklin County Proclamation #2015®10 proclaiming the
month of May as Mental Health Month and that the attached proclamation be made a
part of these minutes.
The Board reviewed information regarding Motorcycle Safety Awareness Month.
On a motion by Robert G. Ziorowski; seconded by Robert L. Thomas; unanimously
approved to sign Franklin County Proclamation #2015®11 proclaiming the month of May
2015 as Motorcycle Safety Awareness Month and that the attached proclamation be
made a part of these minutes. The Board presented the proclamation on the square of
Chambersburg to members of the Keystone Chapter ABATE of PA.
The meeting was adjourned at10e 5 a.m. with a motion by Robert G. Zio rowski;
seconded by Robert L. Thomas.

Mental Health Month 2015
"Mind Your Health"
WHEREAS, mental health is essential to everyone's overall health and well-being; and
WHEREAS, all Americans experience times of difficulty and stress in their lives; and
WHEREAS, prevention is an effective way to reduce the burden of mental health conditions; and
WHEREAS, there is a strong body of research that supports specific tools that all Americans can
use to better handle challenges, and protect their health and well-being; and
WHEREAS, mental health conditions are real and prevalent in our nation; and
WHEREAS, with effective treatment, those individuals with mental health conditions can
recover and lead full, productive lives; and
WHEREAS, each business, school, government agency, healthcare provider, organization and
citizen shares the burden of mental health problems and has a responsibility to promote mental
wellness and support prevention efforts.
THEREFORE, We, The Commissioners, do hereby proclaim May 2015 as Mental Health Month
in Franklin County. As the Commissioners we also call upon the citizens, government agencies,
public and private institutions, businesses and schools in Franklin County to recommit our
community to increasing awareness and understanding of mental health, the steps our citizens
can take to protect their mental health, and the need for appropriate and accessible services for
all people with mental health conditions.

PROCLAMATION 2015- 11
MOTORCYCLE SAFETY AWARENESS MONTH
MAY 2015
WHEREAS, the safety of all Pennsylvania motorists is an issue of the highest
consequence, and all highway users should unite in the safe sharing of roadways
throughout the Commonwealth of Pennsylvania; and
WHEREAS, motorcycle riding is a popular form of recreation and transportation
for thousands of people across the Commonwealth and our nation. Pennsylvania's
838,000 licensed motorcyclists are required to keep their vehicles inspected and obey
current laws relative to operator safety equipment; and
WHEREAS, in efforts to reduce the number of motorcycle crashes and fatalities,
the Pennsylvania Department of Transportation encourages all motorcyclists to take
advantage of free training courses through Pennsylvania's Motorcycle Safety Program
and pledge to Be One Less crash statistic by visiting www.LiveFreeRideAlive.com; and
WHEREAS, it is especially important that the citizens of our Commonwealth be
aware of motorcycles on the streets and highways and recognize the importance of
staying alert, practicing safe driving techniques, and promoting motorcycle safety; and
WHEREAS, during the month of May, the Pennsylvania Department of
Transportation, the Alliance of Bikers Aimed Toward Education of Pennsylvania
(ABATE), and the Pennsylvania Motorcycle Dealers Association (PMDA)will continue
their advocacy of motorcycle safety.
THEREFORE, In recognition of the importance of motorcycle safety, We,The
Franklin County Commissioners, do hereby proclaim May 2015 as MOTORCYCLE
SAFETY AWARENESS MONTH in the County of Franklin. We encourage all
motorcyclists to continue their efforts to promote safety and motorcycle awareness and
all drivers to share the road and respect the unique safety needs of motorcycles.
IN WITNESS WHEREOF, We have hereunto set our hand and have caused the
seal of Franklin County to be fixed this 5th day of May, 2015.
