The Franklin County Commissioners met Thursday, May 7, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller recognized mothers on the eve of Mother's Day weekend and asked
everyone in attendance to recognize all mothers and to say a prayer for them.
Chairman Keller asked to amend the agenda to include Chairman's time to
address a question from a previous meeting. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended
agenda.
Chairman Keller responded to Mr. Lightfoot's question involving public comment
during presentations. He said the Board frequently invites public comment and will
continue to do that when it is warranted. Mr. Lightfoot's comments are always welcome
during public comment time.
Allen Piper provided public comment and thanked the Chairman for his comment
about public comments during presentations, but he disagrees with the board's practice
regarding this matter. Mr. Piper also asked how old a person has to be to be recognized
as an older American by the proclamation being considered today. He also asked for
more explanation of board item #6.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the April 28, 2015 and April 30, 2015 meetings.
Chairman Keller explained board action item #6, proposal from County
Commissioners Association of PA (CCAP) to answer Mr. Piper's question. He explained
it is a software program developed by CCAP and members of the association including
members from Franklin County to manage cases through the judicial process. This
proposal is to include the Public Defender's Office at a cost of$10,864.00. He said the
District Attorney and Jail will be included in the future and the system is currently used in
the Adult Probation Department. He explained that staff will be able to view information,
will have better sharing of information and better data integrity, information will be easily
available and it will help those entities track information more efficiently and effectively.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Motion to award
Lobar Site Development Corporation for construction services for the rehabilitation of
County Bridge 116 (Horse Rd). Bids were received by Penn DOT. Lobar was the lowest
responsive bidder at$426,176.10. Project was bid utilizing the required Penn OT
EC system and will be awarded via the same. Construction costs will be funded 80%
Federal, 15% State and 5% Act 26 funds.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$405,000.00 to account for the purchase of the
Uninterrupted Power Supply (UPS) battery backup for the 911 center under the Leibert
and Motorola contracts. Funding sources are Equipment Replacement Reserve,
Wireless, and if needed, General Fund.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the application to Pennsylvania Emergency Management Agency
to request grant money from the Hazardous Materials Response Fund (H R ) Grant to
provide assistance to the County's Hazardous Materials Program. This grant program is
for the development of improved county emergency planning/training, response
capabilities to respond and recover from hazardous spills and releases.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the proposal from County Commissioners Association
of Pennsylvania (CCAP) to expand the Unified Case Management System (UCM) to the
Public Defender's Office at a cost of$10,864.00. This new module will interface with the
current Adult Probation application and the future District Attorney and Jail applications.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Dell in the amount of$60,626.21 to replace 20 laptops and 43 desktop computers
that are beyond warranty and can no longer support required software applications.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Block Time Renewal Agreement between the
County of Franklin and Morefield Communications for ongoing support services for the
County's telephone and voicemail system, in the amount of$15,000.00. This agreement
allows for as needed on-site technical and engineering support and does not have an
expiration date.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreements between the County of Franklin and Nitterhouse
Alarms and Communications (NAC) to provide alarm monitoring services at the offices of
Magisterial District Judge Jody Eyer effective April 28, 2015, District Todd Williams
effective April 27, 2015 and District Judge David Plum effective April 27, 2015 at no cost
for the first year. The cost will be $162.00 per location, per year, after the first year and
is paid through the Workers' Comp Trust.
In accordance with PA Acts 67, 68 and 127 notifications, Red Barn Consultants,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
CA FO Permit application being applied by Milton Rotz for an existing dairy operation,
located in Greene Township.

In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NDPES Permit application being applied by S&A Homes for the
continued development of the Mountain Shadows subdivision, located in Greene
Township.
The Board met with the Human Resources Director; Deputy Controller; MH/lD/EI
Administrator and Grants Manager for Salary Board matters.
The Board reviewed information regarding Older Americans Month. Traci Kline,
Area Agency on Aging Director, and Marlin Hostettler, Senior Citizen, were present to
receive the proclamation. Ms. Kline explained some events being held throughout
Franklin County and Senior Activity Centers. She provided history on when Older
American's month was signed into law and that this year's theme is called "Get into the
act", older Americans are appreciated, still remembered and still needed. Ms. Kline
introduced Mr. Hostettler who has lived in Chambersburg all his 96 years and continues
to run a business. Mr. Hostettler explained he was in the Navy and he currently attends
the Chambersburg Senior Activity Center. He said seniors deserve credit in making
America what it is, and he said there are two things everyone should do when they retire
— don't quit and don't slow down. That way old age can't catch up with you. He said he
is 96 years old and he is not going to quit until the good Lord takes him home.
Chairman Keller thanked Ms. Kline and Mr. Hostettler. He said folks like Mr. Hostettler
went off and saved the world from tyranny and oppression, came back and started
businesses, built their neighborhoods and communities and they asked for nothing in
return. He said he is happy to approve this proclamation. Ms. Kline answered Mr.
Piper's question from public comment, saying that people 60 or over and considered
older Americans. Commissioner Thomas pointed out that many of the senior center
volunteers are seniors themselves. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation
2015®1 proclaiming the month of May as Older American's Month and that the
attached proclamation be made a part of these minutes.
The meeting was adjourned at 10:29 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

Whereas,Franklin County includes a thriving community of older Americans numbering
approximately 30,000,who deserve recognition for their contributions and sacrifices to ensure
a better life for future generations;and
Whereas,Franklin County is committed to helping all individuals live longer,healthier lives in
the communities of their choice for as long as possible;and
Whereas,since 1965,the Older Americans Act has provided services that help older adults
remain healthy and independent by complementing existing medical and health care systems,
helping prevent hospital readmissions,and supporting some of life's most basic functions,such
as bathing or preparing meals;and
Whereas,these programs also support family caregivers,address issues of exploitation,neglect
and abuse of older adults;and
Whereas,we recognize the value of community engagement and service in helping older adults
remain healthy and active while giving back to others;and
Whereas,our community can provide opportunities to enrich the lives of individuals of all ages
by:
• Promoting and engaging in activity,wellness,and social inclusion.
• Emphasizing home-and community-based services that support independent living.
• Ensuring community members of all ages benefit from the contributions and experience of
older adults.
Now therefore,we of the Franklin County Board of Commissioner,Franklin County,
Pennsylvania,do hereby proclaim May 2015 to be Older Americans Month.We urge every
resident to take time this month to celebrate older adults and the people who serve and
support them as powerful and vital individuals who greatly contribute to the community.
